This will be the sixth Military Robotics and Autonomous Systems Conference SAE Media Group has hosted, with the
event growing in popularity and gravitas each year. With the world less stable and the threat of conflict ever greater; the
successful implementation and integration of risk reducing, yet tempo and mass generating robotics and autonomous
systems is more crucial than ever.


The MRAS conference is, as ever the best place to gain essential knowledge and insight from MRAS programs from

Currently a Doctoral Candidate of Military Science and writing a dissertation of autonomous weapon systems and human-machine teaming in the kill chain of artillery system. Previously studied an operational and tactical usage of autonomous weapon systems in 2018¬-2020.

Captain Christian Andersson works in the Finnish National Defence University as a lecturer and research scientist. He received his M.Sc.Tech in Automation & hydraulics from Tampere University of Technology in 2018. He later graduated with a master´s degree in military sciences in 2022. He is preparing two dissertations, the first on Artificial Intelligence in Military Unmanned Ground Vehicles and the second one on development and uses of Military Unmanned Ground Vehicles. His scientific researchers focuses on developing Evolutionary algorithms for UGV’s and further developing an Autonomous Multi-Purpose Ground Vehicle. Despise his young career he is already participating in several research projects in Finland.

COL. Doc. Ing. Jan Mazal, Ph.D., a graduate of the Military College of Ground Forces in Vyskov. Since 2005 he is a doctor in the field of the theory of Defence Management and since 2013 he is an associate professor in the area of Military Management. He is former Doctrine Education and Training Branch Chief at the NATO Modelling & Simulation Centre of Excellence in ROME, currently, he works as a chief of the Military Robotics Department at the University of Defence in Brno. His field of expertise is Military Robotics, C4ISR Systems, and Modelling and Simulation in Military Domain.

Colonel Robin Smith

Colonel Robin Smith

Robin Smith is the inaugural Director of the Army’s Robotic & Autonomous Systems Implementation & Coordination Office (RICO) within Future Land Warfare Branch of the Australian Army HQ. RICO leads concept development around emerging and disruptive technology, including autonomy and AI, Quantum Technologies and alternative power and energy. He has overseen Army’s exploration of autonomous systems since 2017 after he authored the first Australian Army Robotic and Autonomous Systems Strategy.
He is a logistician by background and served for over 30 years in the British Army before transferring to the Australian Army in 2017. He has commanded at all levels up to and including Regimental level and deployed a number of times. He was made an Officer of the Order of British Empire (OBE) in 2013 and awarded the Conspicuous Service Cross in 2022. He has a background in Electronic Engineering and has fulfilled a number of roles in the Joint logistics domain at the tactical and operational levels.

Colonel Tim Wright

Colonel Tim Wright

COL Tim Wright is the Assistant Head for Research and Experimentation in the Futures Directorate of
the UK Army Headquarters. Most recently, he served as Director for Russia on the National Security
Council staff in the Executive Office of the President. Prior to that, he commanded 1st Squadron, 2d
Cavalry Regiment in Germany. A native of Bangor, Maine and father of three, COL Wright has spent
over half of his career overseas, and he holds a PhD from the Massachusetts Institute of Technology
(MIT).
COL Wright spent much of his early career fighting insurgency and terrorism in CENTCOM. He spent
a year in the mountains of Afghanistan and 14 months leading a rifle company in central Baghdad at
the height of the Surge. While in command of the 75th Ranger Regiment's Reconnaissance Company
(RRC), he deployed multiple times and conducted counter-terrorist operations on the Iran-Iraq
border, Afghanistan, and in the Horn of Africa/Arabian Peninsula.
As a field grade officer, COL Wright transitioned to focus on decisive action and large-scale conflict.
In PACOM, he exercised multiple times with our Pacific partners and became intimately familiar with
the challenges of Army operations in that theater. In EUCOM, he took command of 1st Squadron in
Poland, led a NATO eFP Battle Group, and spent the two years focused on deterring Russia. His
squadron moved itself across Europe multiple times, road marching to training and operations
across six countries, and conducted multiple large-scale maneuver exercises, including two multinational live fires as a squadron task force. Following command, he served in the Joint Staff’s
Operations Directorate working on Strategic Response and Nuclear Command and Control. He then
moved to the National Security Council Staff, serving first as Director for Western Europe, then in
the Russia Directorate focused entirely on the Russia-Ukraine Conflict.
COL Wright has led Soldiers in combat of all types, from cross functional teams of top tier SOF to an
inexperienced rifle company in Baghdad. He has also led civilians, staffs, and allied forces. He has
trained with more than a dozen foreign militaries, built relationships with counterparts from an
Afghan SOF leader to French commanders, and reported directly to a Polish brigade commander.
Beyond military forces, COL Wright has negotiated with militia and civil society leaders in Iraq,
worked at the highest levels of the U.S. government, and collaborated with a variety of academics.
He currently leads a team of UK military officers, civil servants, and contracted workers. He regularly
interfaces with UK government contractors, defense industry companies, and cutting-edge
technological innovators.
COL Wright graduated from both the United States Military Academy at West Point and the United
States Naval War College in Newport, RI. At MIT, his dissertation developed theory on the
relationship between violence and social control under conditions approaching anarchy. He also
built proficiency in quantitative analysis, including advanced statistics, econometrics, and machine
learning.
COL Wright strives to be the best dad he can be to Bronwyn, Griffith, and Fiona while remaining
dedicated to fitness and continued intellectual development. He pursues all varieties of outdoor
activities.

Dr Kim Mathiassen

Dr Kim Mathiassen

Kim Mathiassen received a Masters degree in engineering cybernetics from the Norwegian University of Science and Technology in 2010 and a PhD in medical robotics from the University of Oslo in 2017. In 2015 he started working at the Norwegian Defence Research Establishment with Unmanned Ground Vehicles (UGV) and autonomous systems. In addition, he is an associate professor at the University of Oslo teaching advanced robotics. He is also the chair of the NATO STO group IST-179 Interoperability for Semi-Autonomous Unmanned Ground Vehicles. His is currently working as a research manger on combat vehicles and dismounted soldier at the Norwegian Defence Research Establishment.

Dr Mark Hoepflinger

Dr. Markus Andreas (Mark) Hoepflinger holds a Master degree in Electrical Engineering
and Information Technology from ETH Zurich. After his Master in the field of space
robotics, Mark Hoepflinger was employed as engineer for the Swiss locomotion
subsystem breadboard for ESA’s ExoMars project. He then conducted a PhD at the
Autonomous Systems Lab (ASL) at ETH Zurich with the main focus on terrain perception
for legged robots. From 2013 to 2015, Mark was employed at ASL as leading researcher
on various national and international research projects and Pioneer Fellow for a legged
robotics company. Since 2015, Mark Hoepflinger is leading the governmental research
program ‘Unmanned Systems/Robotics’ at armasuisse Science + Technology and is
currently head of the "Swiss Drone and Robotics Centre" of the Swiss Federal Department
of Defence, Civil Protection and Sport (DDPS).

Dr Martin Hagström

Dr Martin Hagström

Martin Hagström is a Deputy Research Director at the Swedish Defence Research Agency (FOI). Martin is the programme manager of the Unmanned vehicles and Autonomous systems area, responsible for the support and direction to the Swedish Armed Forces’ research planning. He has served in several different positions at FOI and participated in a number of national and international research projects. Martin has a background in autonomous systems and control and his research includes work regulation and legal aspects of unmanned vehicles and autonomous weapon systems.

Dr Robert W. Sadowski

Dr Robert W. Sadowski

Dr. Robert W. Sadowski is a member of the Scientific and Professional (ST) cadre of the Senior Executive Service and serves as the United States Army’s Senior Scientist for Robotics within the Research, Technology and Integration Directorate at the United States Army CCDC Ground Vehicle Systems Center in Warren, MI. Dr. Sadowski previously served twenty nine (29) years of active United States Army duty culminating as the Electrical Engineering Program Director and Academy Professor at the United States Military Academy in the Department of Electrical Engineering and Computer Science where he continues working with the faculty. Dr. Sadowski has over forty (40) months of operational experience in Southwest Asia in a variety of leadership, staff, and engineering positions including Iraq and Afghanistan. He currently chairs the OSD Autonomy Community of Interest and is guiding development of robotics and autonomous systems technology as part of the Army Modernization Enterprise. Dr. Sadowski is a graduate of the United States Military Academy with a Bachelor of Science in Electrical Engineering (BSEE) and received his M.S. and Ph.D. in electrical engineering from Stanford University as a Fannie and John Hertz Fellow. He also holds a Master’s degree in Strategic Studies from the United States Army War College. He is a recent Meritorious Presidential Rank Award Recipient.

Lieutenant Colonel Alves de Sousa

Lieutenant-Colonel Alves de Sousa was born in Setúbal, is 42 years old and is an Artillery Officer in the Portuguese Army.
Throughout his career, he served in various Units, Establishments and Bodies, namely at the Artillery Practice School, where, as a subordinate, he performed the functions of Platoon Commander (artillery instruction and specialties), of Shooting Battery Commander, and Trainer of several courses, namely Training for Artillery Officer, Promotion Courses and Training of Sergeants. In Infantry Regiment No. 1, as Captain, he served as Commander of the Command and Services Battery, Head of the Logistics Section and Operations, Information and Security Section, a role in which he continued as Major. He was also a trainer in the field of Anti-Aircraft Artillery Tactics for the Promotion to Captain and Sergeant courses.
Still as a Captain, he served in the 13th Infantry Regiment as Assistant to Operations in the General Staff in the 1st Infantry Battalion in the context of the preparation and stand-by period of the Battlegroup 10-11 of the European Union.
He currently performs functions in the Capabilities Branch of the Planning Forces Division of the General Staff of the Army, where, in the scope of the capabilities development of Forces, he plans and coordinates Army projects in the scope of the Portuguese Military Programming Law, plans and monitors the execution of the annual Procurement Plans.
He has several military courses, of which the following stand out: the Irregular Operations Course; the Weapons Transmissions Course; Military Security Course; Military Liaison and Observation Course; courses for Promotion to Captain and Senior Officer; Army Staff Course and the Joint Staff Course.
In the context of missions carried out abroad, he served as Intelligence Officer/ 1st Infantry Battalion/ Detached National Force/ Kosovo Force, in 2012.
His academic curriculum includes a degree and a Masters in Military Sciences – Artillery specialty, and a Post-Graduation in Human Rights, from the Faculty of Law of Coimbra University.
His service sheet contains several commendations and decorations.

Chris joined the Royal Marines in 2007. He is passionate about technology and has a range of operational experience in Information Exploitation (IX) and generalist commando roles, most recently serving in the mountainous and arctic specialist unit 45 Commando. He is responsible for the Autonomy profile within the Commando Force Programme.

Lieutenant Colonel Cynthia Garceu

LTC (OF-4) Garceau currently serves as the Neutralization Section Chief for the Defeat the Device Branch at the NATO Counter IED Center of Excellence located in Madrid, Spain. She earned her commission as a Second Lieutenant in the United States Army in 2004 at Fort Benning, GA. Since graduating from the prestigious NAVSCHOL EOD in 2005 as an Explosive Ordnance Disposal Officer, she deployed to Iraq and Afghanistan multiple times in a variety of combat leadership positions in support of global EOD initiatives. LTC Garceau’s previous assignments include serving as the Provisional Battalion Commander for the 184th EOD Battalion, S3 for the 52nd Ordnance Group (EOD), Executive Officer for the Warrior Transition Battalion at Brooke Army Medical Center, S3 for the 111th Ordnance Group (EOD), Company Commander of the 641st Ordnance Company (EOD), Executive Officer for the 761st Ordnance Company (EOD), and Platoon Leader for the 759th Ordnance Company (EOD).

LTC Emory Hayes is Military Deputy of Robotics Requirements, Maneuver Capabilities Development Integration Directorate, Futures and Concepts Center, US Army Futures Command. He enlisted in the US Army in 1997, was commissioned into the Field Artillery in 2002, had combat tours in Iraq and Afghanistan, and just returned from the Republic of Korea.

Robotic Requirements develops and manages small unit robotics and artificial intelligence capabilities – to include small ground robots, small unmanned aircraft systems, counter small unmanned aircraft systems, integrated tactical sensors, artificial intelligence for small unit maneuver, and exoskeletons.
 

Lieutenant Colonel Sjoerd Mevissen

Sjoerd started his career in 1994 at the Royal Military Academy. He served in several positions within the Royal Engineers. After his Master in Civil Engineering and Management he became lecturer and researcher at the Military Academy. He attended the general staff officer course after which he worked as senior officer at the Defence Material Organization, in the strategy and planning branch at Army HQ and MoD level. Currently he is commander of the RAS-unit and involved in the RAS program since 2018. Sjoerd served in Macedonia, Albania and Afghanistan. He is married and has two children.

Major James Onstenk

Major James Onstenk

Maj James Onstenk is SO2 Future Force at the Armoured Trials and Development Unit, a role he has held since 2021. His primary focus is conducting trials and experimentation to inform the British Army’s integration Uncrewed Ground Vehicles as main combat platforms. He joined the British Army in 2011, commissioning into the Royal Electrical and Mechanical Engineers (REME), and has spent the majority of his career commanding engineering tradesmen within the REME. Maj Onstenk is a graduate of the Army’s Battlespace Technology Course and is a Chartered Engineer with the Institute of Mechanical Engineers.

Mr Bar-On Ido

Mr Bar-On Ido

Ido Bar-On is the VP of Business Development and Sales at XTEND. For the last 4 years Ido is responsible for leading the sales team and developing and executing sales strategic such as opening the US branch and R&D efforts with IL MoD.
Ido has years of experience in Venture Capital and AI technology industries.
Prior to that Ido served as a Special Operations Intelligence officer at the IDF.

Mr Colin Carroll

Prior to Applied, Colin was the Chief Operations Officer at the Department of Defense’s Joint
Artificial Intelligence Center (JAIC), the organization charged with transforming the US military
through AI and automation.

Colin graduated from the United States Naval Academy with a degree in Aerospace Engineering
and was commissioned into the United States Marine Corps as a Ground Intelligence Officer. He
spent six years on active duty leading a Reconnaissance Platoon and Company and served as the
staff intelligence officer for a Marine Corps Infantry Battalion.

After leaving active duty, Colin graduated from Georgetown University School of Foreign
Service and joined the Department of Defense as a federal civilian, where he spent five years
working on hard intelligence and information problems in the Pacific theater. In 2017, he became
a plank member of Project Maven, the Undersecretary of Defense for Intelligence and Security’s
premier Artificial Intelligence capability development project, where he acted as the Deputy for
Engineering and Integration.

He transitioned to Johns Hopkins University Applied Physics Lab and was the technical project
manager for a major program at the JAIC called Smart Sensor, a high endurance autonomous
Intelligence, Surveillance, and Reconnaissance platform. In 2020, he went back to federal service
as a High Quality Expert and served as the JAIC’s inaugural Chief Operations Officer.

In 2019, I have started working as an associate in Undersecretariad for Defense Industries. Now I am working as a project manager mainly focus on light class unmanned ground vehicles. I have completed three projects and now I am preparing 3 upcoming projects’ contracts.
I am looking forward to learn the other procurement institutes’ view of unmanned ground vehicles sector, in which direction the sector is going, technological advances in robotic systems and product and design concepts that are beeing discussed currently

Mr Guy Powell

Guy Powell is Principal Adviser (Mounted systems) to the Land Systems Programme within Dstl. He is also Principal Technical Authority for project JTARR (Joint Tactical Autonomous Resupply and Replenishment) leading a team conducting scientific assessment of RAS technologies, through trials and supporting studies of exemplar ground platforms. While the primary focus of this work is application to Autonomous Resupply, it will likely have wider applicability across a range of capabilities.
Guy has worked in Defence R&D for over 30 years across a breadth of technical areas including land platforms, Robotics & Autonomous Systems (RAS), weapons and energetic materials.
 

Mr James Gavin

Mr James Gavin

James Gavin is the head of the Future Capability Group (FCG) at Defence Equipment & Support (DE&S).

The FCG exists to help explore new capabilities so that they can then be exploited at scale. Increasingly projects are ‘Agile By Default’ to deliver early operational advantage. The Group works closely with all the Front-line Commands, DSTL and central MOD areas such as the DIU and DASA. James has served in the military, the civil service and industry before joining DE&S. He is a passionate advocate of delivering Operational Advantage through a better application of strategic thinking on innovation, inclusive cultures and sustainability.

Mr Martin Joesaar

Mr Martin Jõesaar served in the Estonian Defence Forces for 16 years as an officer. He added valuable contribution into the integration of Short Range Air Defence Missile Systems to the existing units at the early stage of his career. However, the latter part and the majority of his time was spent on helping to build up the Special Operations Forces Unit in order to meet the new challenges of NATO. This included different command positions within in the structure and contribution as an instructor and an operations officer at the HQ, including a deployment to Afghanistan under CJSOTF10 in 2012.
In 2019, Mr Jõesaar left the military in a rank of major and joined the Defence Industry side instead as the COO of an unmanned aerial systems developer and producer Threod Systems, based in Estonia. Additionally to the everyday coordination, ensuring the smooth process flow internally in the factory, one of the main roles for him was sharing the end-user experience. Threod Systems specialises on providing the state of the art equipment tailored according to the needs of the military and security forces. In which it is crucial to understand the intelligence collection details and its connections to the higher level HQ planning process for providing the full solution for the clients.
In the end of 2020, Mr Jõesaar accepted the offer to become the representative of the participating member states of the iMUGS project. By being the link between the industry consortium and the participating nations, he will play the key role in ensuring the full transparency of the project and helping all counterparts to understand the process in the mutual way. Coordinating such a complex international and multilingual project was the kind of challenge he gladly accepted.

Mr Tom Porankiewicz

Director of Operations, Milrem Robotics
Mr Tom Porankiewicz

Tom Porankiewicz started his career as an infantry officer at the Royal Netherlands Army. He served in several positions in the infantry and fire support. In those functions he did a tour in Mali (Africa). His final position in the Army was operations officer in the Netherlands Robotics and Autonomous Systems Unit. He organized numerous experiments, including the first Life Fire Exercise with unmanned systems and designing a RAS platoon. He worked with robots in the mud. After serving in the Army for 12 years he switched to Milrem Robotics and co-established the Dutch subsidiary as a Director of Operations. From here he specialises in Concept Development & Experimentation and product development. For Milrem he designed the RAS experiments in the Italian Army and is currently working on the next generation products.
Tom is married and a father of two daughters.

My name is Ünal YILDIRIM. I’m 32 years old and I am from Trabzon/Turkey.
I’ve graduated from Mechatronics Engineering. After fulfilling military duty in General Command of Gendarmerie, I started to begin working as an associate in Undersecretariad for Defense Industries (now called Defense Industry Agency) which is mainly responsible for procurement programs of Turkish Armed Forces.
In first years of my career i’ve involved in mostly air vehicles especially Unmanned Air Vehicles such as ANKA MALE UAV as well as turboprob airplanes for ISR missions. Now I am managing Unmanned Ground Vehicle’s (UGV) procurement projects.
As a team in Land Vehicles Department, we know this is fairly new area to be involved in and it has its own challenges but we are eager to share our knowledge and learn from others’ at the same time.

Georgia is a Legal Adviser with the ICRC, working on the legal and humanitarian implications of autonomous weapons, AI and other new technologies of warfare. Previously, she was Head of Legal for the ICRC in the Philippines and has also served as the Regional Legal Adviser for ICRC in the Pacific.
Prior to joining the ICRC, Georgia worked in the Office of International Law, Australian Attorney-General's Department, advising the Australian Government on public international law including international humanitarian and human rights law, and international criminal law. She practiced as a solicitor in commercial law in Brisbane, Sydney and Singapore, and has also served as a Reservist Officer with the Australian Army.
Georgia holds a Master of Laws in International Law (Distinction) from the Australian National University, a Bachelor of Laws (Hons) and a Bachelor of Arts from Griffith University and is admitted as solicitor of the Supreme Court of the Queensland and the High Court of Australia

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
