Colonel Daniel Bowles

COL Daniel A. Bowles is the National Guard Bureau’s Joint Command Control, Communications and Computers (C4) Operations Division Chief. In this capacity, COL Bowles provides C4/IT/communications support to the National Guard by enabling integrated IT capabilities for the National Guard JFHQ-S in support of the homeland security, homeland defense, and civil support missions. He also provides deployable and interoperable communications technologies to the Army National Guard, Air National Guard, JFHQ-S, and its mission partners for use as a reliable and secure collaborative environment enabling interagency communications. Additionally, he is responsible for the Executive Communications Team that provides critical communications to the Chief of the National Guard Bureau while outside of the National Capital Region.

 

Colonel Janos Poloskei

Colonel Janos Poloskei

 Col János Pölöskei is the branch head of the HDFC Force Development Directorate, Command and Control Systems Development Branch, where he is leading his team in the field of preparation of procurements of land and air command and control systems and radar systems.

 
He started his career in 1987 and graduated as an artillery officer from the military college in 1990. Before starting with procurement activities he spent several years in tactical level positions from platoon to brigade level. After a successful career in lower positions he became an operations planner at operational and strategic level, where he participated several NATO and national planning activities.
 
Col Pölöskei went for mission to Kosovo in 2003 and 2017, and to Afghanistan in 2005 and 2006 where he got valuable operational experiences.
He currently is studying the second year in the Doctoral School of the National University of Public Service and researches the field of capability development.

Daan is the LTAC Product Specialist within Inmarsat’s Global Government Business Unit, a division that was created to focus specifically on the explicit requirements of government users across military, public safety, border protection and emergency services.
 
Inmarsat is a global leader in mobile satellite communication and has been serving governments around the world since it was originally founded by the United Nations’ International Maritime Organization (IMO) in 1979 to ensure the safety of life at sea. The Global Government Business Unit is specifically tasked with delivering communication certainty to government across air, land and sea. If you need global mobile communications that must work, Inmarsat is the only solution that does so. Every time.
 
Daan is responsible for managing Inmarsat’s L-TAC service. L-TAC, when coupled with the Spectra SlingShot applique and a small antenna, is a unique, lightweight, low-power satcom system that enables existing, in-service tactical military and commercial VHF/UHF radios to utilize Inmarsat’s global L-band GEO satellite coverage, effectively providing a radio repeater in space, allowing these radios to be used beyond line of sight, globally.
 
Daan joined Inmarsat in 2015 having worked previously as a Solution Architect with Verizon Enterprise Solutions. Daan brings over 20 years of experience in telecommunications to the role and is a believer in true collaboration between government and industry to help build real solutions to real end user challenges.  As such you are far more likely to find him out in the field, talking to operation teams about communications challenges and requirements, demonstrating capability  and helping to find efficient solutions that help build situational awareness and deliver operational success. 
 

Darren Lock

 Darren is an accomplished systems architect and integrator with 39 years' experience in the design, development and deployment of complex systems. He has a broad technology background including flight simulation systems, networking, CTI, middleware and application development. For the last 19 years Darren has been responsible for the design and deployment of the UK Land Environment Tactical CIS solution (Bowman) and the target system architecture for the MORPHEUS programme. He has recently joined blackned GmbH as a Senior Solution Architect, where he contributes to the development of land force digitisation solutions using the blackned Tactical Core. Darren thrives in collaborative and innovative work environments.

David Pheasant

Mr Pheasant joined the MOD in Sep 99 and has worked in DE&S and its predecessors throughout his 23 years as a Civil Servant.  Having spent time in multiple domains and worked through DE&S transformation he has seen first-hand how DE&S change has been implemented, embedded and where further change to the approach taken to some acquisition projects will accelerate delivery.  As Team Leader for the Strategic Command and Air portfolios in the Future Capability Group, in the Integrated Battlespace Operating Centre, he is working on ways to accelerate the pull through of experimentation and innovation into recognised projects that will deliver sustainable capability to the end user.

 Lieutenant Colonel Erik J. Haeuptle is the Joint Staff, J7, Joint Interoperability & Data Link Training Center, Deputy Director and Branch Chief of Interoperability & Proponency. The Interoperability & Proponency Branch of the JID-TC exists to advance Multi-TADL Network & Joint Data Network interoperability through engagement with Joint Staff, Combatant Commanders, Allied & Coalition partners, Service components, and DoD Agencies. I&P provides subject matter expertise to CCMDs for Multi-Tactical & Joint Data Network operations in order to enhance the lethality of the Joint Warfighter and ensure all domain readiness across the full range of military operations.

Lt Colonel Haeuptle earned his commission in 2003 from Reserve Officer Training Corps Detachment 620 and received his Bachelor of Science in Biology from Bowling Green State University. Following graduation, he spent a year awaiting training at Eglin AFB in the 728th Air Control Squadron and as a 33rd Operations Group executive officer. Lt Col Haeuptle then attended Undergraduate Air Battle Manager Training at Tyndall AFB, FL and then 
became an E-3B/C Air Weapons Officer, Air Surveillance Officer, and Assistant Flight Commander for the 963d Airborne Air Control Squadron at Tinker AFB, Oklahoma. After his Tinker assignment, he became an Air Liaison 
Officer/Fighter Duty Officer and Weapons & Tactics Flight CC & Director of Logistics for the 682d Air Support Operations Squadron, Pope Army Airfield, Ft Bragg, NC. Following that assignment, he served as the lead Air 
Battle Manager and Mission Crew Commander Instructor as well as an Assistant Director of Operations in the 330th Combat Training Squadron, Robins AFB, GA. After leaving his assignment at Robins, he became the 
Director of Operations, 14th Air Support Operations Squadron, Pope Army Airfield, Ft Bragg, North Carolina. 
 
Finally, Lt Col Haeuptle became the Commander of the 682d Air Support Operations Squadron, deactivated the unit, and then stood up the 818th Operation Support Squadron, the TACPs first-ever OSS.
 
Lieutenant Colonel Haeuptle is a senior Air Battle Manager with over 2075 hours, 105 Combat Sorties, and over 1200 combat hours logged in the E-3 AWACS and E-8 JSTARS. As a Senior Air Battle Manger with over 5 deployments, he supported Operations NOBLE EAGLE, IRAQI FREEDOM, ENDURING FREEDOM, and 
INHERENT RESOLVE. Finally, as a Tactical Air Control Party Officer and Air Liaison Officer, he supported Operation Enduring Freedom. 

Lieutenant Colonel Michael Macdonald

 Lt Col Macdonald joined the Royal Marines in Feb 1999 and, on completion of recruit training, specialised as an RM Signaller, deploying with the 3 Commando Brigade HQ and Signals Squadron to Kosovo (Op AGRICOLA IV) and Afghanistan (Op JACANA).

 
He commissioned as a Second Lieutenant in 2003 and, after completing initial troop commands, specialised as a Radio Signals Officer before joining the Commando Helicopter Force, deploying to Iraq (Op TELIC VII and VIII). This was followed by a move to HQ 3 Commando Brigade as the SO3 J6 and Battle Captain, deploying to Afghanistan (Op HERRICK IX). As an acting Major, he then took charge of the Trials and Training Support Group within the Defence CBRN Centre.
 
On promotion to Major, his initial SO2 appointment was as the Officer Commanding the CIS Training Company at the Commando Training Centre, Royal Marines (CTCRM). He was then selected for Sub-Unit Command and assumed command of the Communications Squadron, 30 Commando (Information Exploitation) Group RM. He then returned to CTCRM, as the Second in Command or the Specialist Training Wing. This was followed by a broadening appointment outside the RM. In his final role as a Major, he was appointed to be the Second in Command of 30 Cdo IX Gp RM.
On promotion to Lieutenant Colonel, he assumed his current role in Navy Command HQ, as the SO1 Equipment Capability in the Commando Force Project Team within the Develop Directorate.

  Bill Robins led tactical communications in airborne, mechanized and armoured formations of the British Army. He commanded the Army’s Electronic Warfare Regiment in the early 80s during the Cold War, defined the requirement for the UK Government protected Crisis Management Centre and chaired the Management Board for the MOD/BT PFI programme for Defence Fixed Telecommunications. 

 
He now runs his own Defence and Security consultancy, BRL. He is a Senior Associate Fellow of RUSI
 

Major Samuel Thomas

Major Samuel Thomas

 In 2006, Major Thomas gained a BEng in Command, Control, Communication and information Systems from Cranfield University, before commissioning into The 1st Battalion, The Royal Anglian Regiment in December 07. He served in C (Essex) Company for five years, initially as 9 Platoon Commander and latterly as the Company 2nd in Command, including deployments to Afghanistan’s Helmand Province on Op HERRICK 11 and 16. He then moved onto be the Regimental Signals Officer, followed by a posting to PJHQ J2 as the Lead Analyst for South Asia and Afghanistan. 

 
Upon promoting to Major, he completed the Battlespace Technology Course and Intermediate Command and Staff Course, before taking over as the Dismounted Close Combat SO2 for Surveillance, Target & Acquisition in DE&S, where he wrote the requirements for the British Army’s latest generation of Light Forces night vision equipment. His most recent operational deployment was in Summer 2021 to Poland on OP CABRIT 9, where he commanded D (Bedfordshire and Hertfordshire) Company, the Light Mechanised Infantry Reconnaissance Troop for the US-led, NATO enhanced Forward Presence, Battlegroup Poland. In his current role at ITDU, within the ETG, Maj Thomas is the user advocate for Dismounted Situational Awareness (DSA). 
 

Miguel Saiz

 Miguel Saiz started his career in 1996 at IT Private Sector, leading numerous projects related to IT strategy, consulting, and Systems Implementation, Head of committees for the New Technologies across different Spanish Administration bodies.

 
He joined the European External Action Service in 2013 as Chief of IT for the Civilian CSDP Missions in Africa and the Middle East, implementing his work in field of IT Systems, VSat and Secure Communications. In 2016 he joined CPCC HQ in Brussels as IT Strategy and Planning Manager, responsible for the governance and standardization of IT systems and VSat communications across all the CSDP Civilian Missions.
 
In 2021 he joined EDA European Defence Agency as Project Officer in Support to EU Operations, in charge of the CIS side of the EU SatCom Market and the CSO Contractors Support to Operations.
 

Rhega Wenske

Rhega Wenske

 Born in Germany, Rhega Wenske spent his early adulthood in Nepal, receiving an interdisciplinary education and being an active volunteer for UNICEF. Returning to Germany, he joined the Bundeswehr as an army officer, specializing in geospatial analysis. Leaving the military service in 2012, he continued maintaining a strong relationship with the German Army as an independent consultant. 

 
He re-joined the Bundeswehr in 2014 as a civil servant in the armament service with an emphasis on military mobile communication solutions. Since then, he traversed the positions as the LoS TacComms Service Manager and R&T Manager within the D-LBO Programme and was the governmental representative within multiple multinational standardisation fora (NATO CaP1 LoS CaT. EDA SDR SSG, FMN TES). 
 
In parallel, Rhega Wenske was entrusted with the position as the national ESSOR Programme Manager. This encompassed comprehensive task such as the initial integration of Germany into the ESSOR Programme of OCCAR and related development activities, which was successfully concluded in 2019 as well as the launch of subsequent ESSOR activities as one of the 15 EDIDP pilot projects in 2021. Rhega Wenske joined OCCAR in 2021 and is currently a team member of the ESSOR Programme Division.
 

Salvador Llopis

Salvador Llopis

 Salvador Llopis works as Project Officer Communications and Information Systems (CIS) and Senior Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Technical Lead at the European Defence Agency (EDA) in Brussels. He chairs the EDA Project Team CIS – a group of governmental experts from the participating Member States. He graduated from the Spanish Army Military Academy as Signal Officer. Among other technical qualifications, he holds a Master of Science in Telecommunications Engineering. His research interests lie in the areas of cyber situational awareness, tactical telecommunications, command and control systems, system engineering and architecture development, and decision-support technologies. He is co-author of several referred publications in the above-mentioned areas. He is member of the editorial board of the Journal of Defence and Security Technologies. He is a regular speaker at international conferences.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
