Achieving Multi-Agency Cooperation in the Case of a CBRN Emergency

Multi-agency cooperation and interoperability is one of the largest challenges to you in coordinating an effective CBRN response. About the workshop leaders:

Stephen Johnson is a CBRNE/Asymmetric warfare specialist working at Thales UK and researching at the UK Defence Academy for his PhD Designing technical response to asymmetric threats.  He was previously educated at Cambridge University and the Royal Military Academy Sandhurst.

His research interests span CBRNE response, counter terrorism strategy and policy, new and emerging weapons technologies, Network Enabled Capability and future soldier programmes. 

Commissioned in to the Royal Engineers as an EOD and Search Officer he served in the Falkland Islands and Northern Ireland before transferring to the Royal Tank Regiment for the Iraq war.  He returned to CBRNE as a Captain in the Joint CBRN Regiment.  Here he dealt with legacy chemical munitions in the UK and Iraq working closely with the US Forces, CIA and DIA.  As the senior UK CBRN adviser in theatre he supported US investigation of the Chlorine attacks, fakes and hoaxes, destruction of legacy munitions and monitoring of the former nuclear and chemical facilities.  On his last tour in theatre he developed unique field techniques for explosive and narcotics detection and forensics that have now been adopted by the UK and US in Iraq and Afghanistan.

He was transferred in to the UK Foreign and Commonwealth Office to support Counter Proliferation, where he worked for a year in the UK and Middle East with Intelligence and security agencies before starting his PhD research.

Professionally he sits of the Emergency Planning Society’s CBRN working group developing professional standards, The European Defence Agency’s CBRN and Energetic WGs and the EU group for Explosive detection.  He is a fellow of Chatham House, the Royal United Services Institute, the Institute of Measurement and Control and the Institution of Royal Engineers.

He has worked on projects for the Police, Home Office, NPIA, MOD and OGDs as well as industry.  He contributes to CBRNe world and regularly speaks at domestic and international conferences. 


Since October 2005, Keith Weston has been a Senior Research Fellow in Counter Terrorism within the Security Studies Institute at Cranfield University, located within the UK Defence Academy.

After 32 years service, he retired from the Metropolitan Police Service in 2005, with the rank of Detective Chief Superintendent. He served in both Special Branch and the Anti-Terrorist Branch.  Whilst in the Anti-Terrorist Branch he was involved in the development of the UK multi-agency response to the threat from CBRN and was involved in the investigation of suspected CBRN incidents.  His last post was the head of the Police International Counter Terrorism Unit.

He currently lectures on several MSc courses, including the MSc in Resilience, the MSc in Global Security, the MSc in Defence Leadership, the MSc in Forensic Engineering Science as well as the MBA (Defence).

He is a member of the International Board of Advisors of the New York University Law School and is a non executive director of the Security Industry Technology Consortium, (SITC). He is on the Board of Advisors for CSARN.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
