Despite export restrictions, advanced unmanned aircraft technology is now available to all comers, both civil and military, and their use is now commonplace in conflicts (Iraq today), skirmishes (Israel), border disputes (Georgia) and even in just keeping an eye on your neighbours (South China Sea). Military forces and Nation States are just waking up to the threat they pose and efforts to counter UAS / RPAS are relatively nascent. On the civilian side, the potential for terrorist use (the White House), industrial espionage (Apple’s headquarters), or even causing riots (Serbian soccer match) has security officials scrambling to find a solution. Herein we review the threat, some approaches to counter it, and some efforts to counter the counter…

Squadron Leader (ret'd) Keven Gambold

CEO, Unmanned Experts

Keven Gambold completed a BSc in Psychology and Philosophy at Durham University, England and attended Royal Air Force Officer Training in 1992. After flying training on T-37B, T-38A and Hawk TMk1, he was posted to the Tornado GR4. During 2 tours on the aircraft, Keven participated in OP WARDEN (Turkey), OP BOLTON (Kuwait), OP ENGADINE (Kosovo), where he was awarded a Mention in Dispatches, and OP IRAQI FREEDOM, launching the Shormshadow Air-Launched Cruise Missile. He was the Squadron Electronic Warfare Instructor, Laser Targeting Pod lead, a 4-ship lead, Instrument Rating Examiner and the Training Officer. With full Electro-Optical qualifications he completed the Tactical Leadership Program, Maple and Green Flags and 14 months in Kuwait. Keven completed his tour with over 1500 hours on the Tornado fleet.

Keven volunteered for the Combined Joint Predator Task Force in April 2004 and was posted to Nellis and Creech Air Force Bases, Nevada, USA. Whilst working on the Predator, Keven logged over 1500 hours combat flying, with two deployments to Launch-Recovery Elements, the second as the inaugural Squadron Commander at Tallil Air Base, Iraq, which involved the design, establishment, implementation and command of a new UAS unit at a novel airport. This included all aspects of structural layout, communications, operations, airspace integration, frequency management and engineering. He has operated UAS from deployed locations and numerous airfields.

Keven was fortunate enough to lead a successful 6-month flight trials program for the first ever Multi-Aircraft Control (MAC) system. As Chief of Standards & Evaluation, he wrote and mentored UAS standards, novel CONOPs and training packages, subsequently adopted by all UAS squadrons throughout USAF and USANG. Additionally he was a member of the cross-industry Advanced Cockpit Working Group, undertaking numerous surveys of current practices and standards to assist in software spiral developments and cockpit improvements.

In his role as Director for the Guild of Air Pilots and Air Navigators (North America)’s Technical Aviation and Safety Committee, Keven has published peer-reviewed papers on UAS operations in the civil sector. Copies are available on request. In addition, he was an active member of (the late) RTCA SC-203, which was tasked to inform the FAA on safe UAS standards and best practices in the civilian sphere.

Gambold has a JAA Commercial Pilots Licence, a Masters in Aeronautical Science (Aeronautics Operations) from ERAU and is a member of AUVSI, Chartered Management Institution, GAPAN, RTCA, AOPA and SAFE.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

CPD AND PROFESSIONAL INSTITUTES

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SMI Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

GLOBAL CPD

Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
