SAE Media Group is proud to present the 7th annual Maritime Reconnaissance and Surveillance Technology conference, taking place on the 2nd and 3rd of February 2022.

With rapid technological advances changing the way maritime forces need to utilise and manage ISR capabilities across domains, Maritime and Littoral Reconnaissance and Surveillance systems and platforms have become a critical component of naval capability.

As the only Maritime ISR event with a specific focus on Space-Based Domain Awareness, Maritime Reconnaissance and Surveillance Technology 2022 follows six very successful predecessors. With the previous events taking place in Rome, the event has brought forward a discussion on the growing need for more comprehensive and sophisticated Joint Maritime ISR capabilities in the Mediterranean and beyond, particularly following the Migrant Crisis that still remains.

This year, with the geographical shift comes a subtle strategic one, providing a renewed focus on some of the strategic threats and technological challenges facing naval and joint forces from across the world. The conference retains an increased focus on space based maritime reconnaissance and the relation between the Littoral and Maritime Domains and ISR capabilities that occur here. The aim is to assist the advancement and engagement of Naval practitioners and Programme Managers through briefings, panel sessions and focused discussion groups on topics including Unmanned ISR platforms, Space-based Maritime Reconnaissance, Fleet Air Arm ISR capabilities, Sensors at Sea and more.

Platforms and topics discussed include: Space based ISR, Airborne Platforms & Operations, C4ISTAR, Unmanned Maritime Systems, Hydrographic platforms and many more..

Brigadier General Mike Adamson

Brigadier-General G. Michael (Mike) Adamson joined the Royal Canadian Air Force in 1993 after completing his BA in Political Science & Int’l Affairs from Carleton University [Ottawa, ON].

Receiving his Wings in 1995, he has over 3,000 hours as a CP-140 Aurora Air Combat Systems Officer, conducting operations domestically and deployed around the globe.

BGen Adamson has been honoured to Command 405 Long-Range Patrol Squadron (2012-2014), and 14 Wing Greenwood (2017-2019). He has served in numerous HQ staff roles, notably as a Career Manager, Executive Assistant to the Vice-Chief of the Defence Staff, and Director of C4ISR within Chief of Force Development.

BGen Adamson is a graduate of the Joint Command and Staff Program (2008) and the National Security Program (2020) and has a Masters of Defence Studies from the Royal Military College of Canada.

BGen Adamson was promoted to his current rank in 2020, and appointed as Director General Space, and the Joint Force Space Component Commander.

Captain (N) Eric Soderberg

Captain (N) Eric Soderberg

CAPT Eric Soderberg is a Massachusetts native and a 1990 graduate of Lehigh university. In 1992, he earned his commission as a distinguished naval graduate of the aviation officer candidate school.
CAPT Soderberg's first assignment was to helicopter anti-submarine squadron Eleven (HS-11) completing Mediterranean and Arabian gulf deployments aboard USS America and USS George Washington.
In 1998, CAPT Soderberg entered USN Test pilot school, graduating in 1999. He subsequently served as a safety officer, test pilot and SH-60F/H platform coordinator at the rotary wing aircraft test squadron. While there, he worked extensively on the MH60S test and deployment program, beginning with the initial flight of the first airframe through acceptance into operational evaluation.
Upon completing his test pilot tour, CAPT Soderberg became an instructor at the fleet replacement training squadron HC-3. In 2003, CAPT Soderberg became a department head with HS-8 where he served as the safety, operations and maintenance officer. During the 2005 around the world deployment on USS Carl Vinson, he was forward deployed to Camp Arifjan Kuwait, where in support of OIF he compiled nearly 100 hours of combat flight time operating in Iraq, completing several classified missions under enemy fire. During this same deployment, he earned his CDO underway qualification.
He also completed an IA tour to the joint personnel recovery centre (JRPC) in the CENTCOM CA OC Located in Qatar.
While stationed in NS Newport, in addition to graduating from the Naval war college in 2008, CAPT Soderberg was an associate fellow with the CNO's strategic studies group XXVI.
Capt. Soderberg served as the Commanding officer of HSC-8, the first CVW MH-60S squadron to deploy under the Navy's Helo Master Plan. During his Naval careers, he amassed over 4000 flight hours in 22 different fixed and rotary wing aircraft.
Capt. Soderberg has been assigned to NAVAIR since 2011, first as the MH-60S class desk followed by the MH-60S IPT lead and then as the military director of NAVAIR's cyber warfare detachment. CAPT Soderberg is currently assigned as the Program manager for PMA-266.

Captain (N) Fredrik Palmquist

Fredrik Palmquist is a Surface Warfare officer and has worked in several positions in the Missile boat- and the Corvette squadrons in Stockholm. He graduated from the Swedish Naval Academy in 1988 and took positions as PWO AAW and ASW and was the Commanding Officer of HMS Starkodder 1998-2000 and the Commanding Officer of the 41th Corvette squadron 2008-2010. He has also been deployed in UNIFIL MAROPS in Lebanon in 2006-2007 as Head of N5 in the German CTF staff during one year.


He graduated from Command Collage in Stockholm in 2002 and held thereafter different positions in the Defense Staff. He was DCOS in the Defense Staff from 2012 and he was promoted to Captain (N) 2014 and took the same year the position as DCOM Naval Department at the Training and Procurement Staff until 2017 when he became COM 4th Naval Warfare Flotilla. From 2019 is Fredrik Palmquist Director of the Swedish Naval Staff.


Fredrik Palmquist is a fellow and a member of the board of the Royal Swedish Society of Naval Sciences and is published several times with pieces about sub surface and surface warfare. He is the former President of the Rotary Club of Djursholm, former Chairman of the trust Drotting Victorias Örlogshem and has been the chairman of the Naval Club of Stockholm. He is also the vice Chairman of the town council in his hometown Danderyd.


Golf and sailing are his main interests besides taking care of old fashion wooden boats.

Commander (Ret.) Sean Trevethan

Commander (Ret.) Sean Trevethan

Sean Trevethan is a former Royal Navy Commander and a graduate of the UK’s Advance Command and Staff Course. He has seen service in the Arabian Gulf as part of several Carrier Strike Groups, in Afghanistan within Joint Force Support and more recently as the Royal Navy’s Fleet Robotics Officer. In his role as Fleet Robotics Officer he was charged with cohering the future capability development of all Unmanned Systems within the Royal Navy, with the specific challenge of accelerating capability into service, rising to the challenge of delivering this across the full DOTMILPFI Spectrum. He also served as the Co-Chair of the NATO Maritime Unmanned Systems Initiative – developing new technologies with allies.

He was the UK Exercise Director for REP 19 in Portugal where the UK contributed a full Maritime Operations Centre and the UK and US led NATO’s largest Operational Experimentation Exercise with conventional and Unmanned Assets – developing tacdev at pace, exploiting several systems such as armed USVs for the first time. In the UK he led 2 Amphibious Operational Experimentation Exercises (Autonomous Advance Force 1.0 and 2.0 respectively), again blending cutting edge technologies with conventional force elements to deliver an enhanced operational effect. Trevethan took up his latest post as the Secretary for the NATO Naval Armaments Group this Summer where he is charged with coordinating the efforts of 1100 Maritime SME’s, both Military and Civilian to develop capability cooperatively and produce technical standards that are key to NATO interoperability moving forward. In addition, he is the Director of the NATO Maritime Unmanned Systems Innovation and Coordination Cell which forms the engine that powers the MUS Initiative on behalf of the Nations.
 

Commander Chris Jones

Commander Chris Jones joined the Royal Navy in 2005 aged 18 and trained as a Sea King Airborne Surveillance and Control Observer (NFO). Operational flying experience includes multiple tours in Op HERRICK (Afghanistan) and Op UNIFED PROTECTOR (Libya), alongside a number of maritime exercises. Chris became an Observer Instructor before staff tours in PJHQ and NCHQ, flight Command (which saw further operational Service in the Arabian Gulf), selection as Senior Observer and now Sqn Command. He has most recently supported the Crowsnest Programme during initial fielding and Operational deployment.

Commander Colin McGannity

Colin McGannity was commissioned in 1998 and trained as an Airborne Early Warning Observer flying the Sea King Mks 2 & 7, E-2C Hawkeye and the Merlin Mk2. A warfare instructor and US Navy Weapons and Tactics Instructor, he Commanded on operations in 2011 embarked in HMS OCEAN off Libya and in 2012/13 in Afghanistan.

Colin first Commanded 849 NAS (Sea King Mk 7) in 2013-14 before coordinating aviation support to the DfID Ebola mission in Freetown, Sierra Leone. After advanced staff training and promotion, he conducted a staff tour in Finance and Military Capability at MoD Main Building, which included responsibility for UK-US Carrier and Maritime Force Projection Cooperation. As CO 849 again in 2018-20, now in the Merlin helicopter, he shepherded Airborne Surveillance and Control (ASaC) through a capability gap to enable Carrier Strike while protecting the Carrier Strike Groups.

As the Crowsnest programme was entering Royal Navy service, Colin moved to the UK Carrier Strike Group Staff to be the Deputy Air Wing and Strike Warfare Commander, completing the first operational deployment of the UK Carrier Strike Group to the Far East during the CSG 21 deployment. This included employment of the largest 5th generation Carrier Air Wing with 18 UK and US F-35B plus 14 UK helicopters, and included engagement across a wide range of strategic international partners.

Colin lives near Falmouth with his wife, Sophie and their young family. He plays the saxophone badly, enjoys many sports in Cornwall and tries to keep up with his children on winter holidays.

Commander Kurt De Winter

Kurt De Winter graduates in 1999 from the Royal Military Academy – Polytechnics Division in Brussels with a Master of Science in Engineering.

During his career, he completes additional training courses such as the Principal Warfare Officer course at the Belgian Netherlands Operational School and a training as Weapon Engineer in the Technical Training School of the Royal Netherlands Navy, both at Den Helder, Netherlands.

He graduates in 2017 from War College - Ecole de Guerre in Paris, France.

His operational assignments include service on board of minehunters, frigates and in international staff functions afloat. He participates in various NATO, EU and coalition exercises and operations ranging from surveillance missions in the North Sea to anti-terrorism operations in the Persian Gulf.

He takes shore assignments as Material Manager for the naval weapon systems and ammunitions, as N5-planner at the ABNL Staff and as Head of the Policy Staff for Material and Infrastructure related requirements.

In April 2021, Kurt De Winter is appointed as the first Commanding Officer of the Coastal Security and Harbour Protection Group, located at Zeebrugge, Belgium.

Commander s.g. Kurt DE WINTER has several decorations, including Officer in the Order of the Crown, Knight in the Order of Leopold and the Military Cross of Second Class. He also holds Belgian, French, American, EU and NATO medals for participation in various operations.

Kurt lives with his fiancé Johanna in Zedelgem near Bruges.

Commander Paul Hornsby

Commander Paul Hornsby

Paul Hornsby is Navy Lead & Operational Requirements Sponsor for Autonomous Warfare. This includes representing Chief of Navy and Head of Navy Capability on various FVEY and NATO Steering Boards and Working Groups. Since early 2019, this has included being capability sponsor for multiple innovation projects. He regularly lectures internationally and consults to industry, academic and government entities. For these efforts he was recognised with the Medal of the Order of Australia. Previously he was responsible for Navy’s Mine Warfare, Diving and Special Operations capability, and was concurrently Navy Lead for the successful Autonomous Warrior program (a series of FVEY operational and industry trials, that are yet to be surpassed US, UK and other allies). Prior to this, Hornsby was responsible for various Littoral Warfare projects, including Capability Sponsor for SEA 1180 (OPVs) and SEA 3036 (GCPB), in addition to drafting Navy’s position on most Army projects.


His recent operational roles within HQJOC have included responsibility for maritime planning and commitments, including running a number of exercises in SE Asia. Prior to this he served with US Central Command as Branch Chief for US Joint Operations Planning covering US and Coalition maritime operations in the Middle East, in addition to US operations in Syria, Lebanon, Egypt and Jordan. For this he was awarded the US Meritorious Service Medal by President Obama. With two US officers, Hornsby co-drafted the US Theatre Campaign Plan for all US operations in the Middle East, and is the only non-US officer to have led an entire Line-Of-Effort planning team, convening multiple US departments and agencies. He was previously the Australian Defence Force’s liaison with US Central Command Forward HQ where he worked with Coalition forces in Iraq, Afghanistan and elsewhere.


In areas of strategic management Hornsby has previously been the RAN’s Director Navy Governance, Director Navy Business Improvements, Director Navy Improvement Strategies and Deputy CIO of the Navy. Prior to this he was the Operational Test Director for Mine Warfare and Hydrographic projects. At sea he has commanded patrol boats, mine hunters and the submarine rescue ship HMAS Protector. Additionally, he has commanded a number of Advance Force Task Groups as part of some large FVEY exercises. In areas of training he has been both Commanding Officer of the Navy’s Recruit Training School and Head of Faculty for Maritime Warfare Officers Training (previously EXAC).


Despite a broad Navy career, he is better known outside the RAN for his Chairmanship of the International Federation HS (2004 to 2008) and as President of the Australasian Hydrographic Society (1999 to 2008). With the support of the then CN, among other achievements he established the tripartite MoUs with the IHO and Federation Internationale Geometric, in addition to having his views on maritime exploration and the future of undersea technology published widely. He retired from both positions in 2008 in order to pursue operational opportunities. Since 2013, he has been Chairman of Australia On The Map (AOTM).


In his early career, he qualified in destroyers and frigates before serving as Diving Officer of HMA Ships Perth and Jervis Bay. Hornsby also served over a year in the US as part of the Commissioning Crew of HMAS Sydney, in addition to serving briefly with the Royal Marines 3rd Raiding Squadron, 10th Ghurkha Rifles and RN Units in SE Asia. He was awarded the Peter Mitchell Prize on graduating 1st in his class from the Royal Australian Naval College and UNSW. He holds degrees in marine geophysics (oil & gas) and history & philosophy of science, in addition to a number of graduate diplomas.

CDR Newman is a native of Seminole, Florida and is a graduate of Rensselaer Polytechnic Institute, Auburn University, and Marine Corps University, where he holds a Bachelor of Science in Nuclear Engineering and Engineering Physics, a master’s degree in Management of Information Systems, and a master’s degree in Military Studies. CDR Newman is also a graduate of the Naval War College and the Naval Postgraduate School certificate programs.
CDR Newman began serving in 1998 as a Nuclear Electronics Technician. He was later commissioned as a Submarine Officer in 2004 and selected for lateral transfer to his current specialty as an Information Professional in 2015. He has completed both submarine and surface deployments to several areas of responsibility, executing numerous missions vital to national security.
CDR Newman’s sea tours include a division officer assignment aboard USS MICHIGAN (SSGN 727) where he served in various roles in engineering and weapons departments. He served as the Navigator and
Operations Officer aboard USS SPRINGFIELD (SSN 761) and as the Submarine Operations Officer on Carrier Strike Group TWELVE aboard USS THEODORE ROOSEVELT (CVN 71). He has also served as the
Information Systems Officer aboard USS BATAAN (LHD 5).
CDR Newman’s shore assignments include tours as the Nuclear Programs Officer for Naval Reserve Officer’s Training Corps Unit Auburn-Tuskegee Consortium, the Mission Support Branch Manager and
Cyber Security Inspection Team Officer in Charge at U.S. Fleet Cyber Command / U.S. TENTH Fleet, Office of Compliance and Assessment, and as the Executive Officer for Naval Computer and
Telecommunications Station Hampton Roads.
CDR Newman assumed duties are as the Strategic Communications Staff Officer for the Combined Joint Operations from the Sea Centre of Excellence in Norfolk, Virginia in April 2021.
CDR Newman's personal awards include the Meritorious Service Medal, five Navy and Marine Corps Commendation Medals, three Navy and Marine Corps Achievement Medals, the Navy Good Conduct Medal, and various campaign/service/qualification awards. He holds qualifications as a Submarine Warfare Officer, Information Warfare Officer, Information Professional Intermediate Officer, a Battle Watch Captain, LHD Tactical Action Officer, and a Force Tactical Action Officer

Educated at Abingdon School and the University of London, Andrew joined the Royal Navy in 1993 as a Seaman Officer. Early appointments included Far East and Gulf
deployments in the frigates HMS CORNWALL and BRILLIANT, the Dartmouth
Navigation Training Ship HMS ORWELL and in HMS SHEFFIELD. Qualifying as a Principal Warfare Officer in 1999, he was deployed in HMS KENT in the wake of the 9/11 terrorist
attacks and was subsequently awarded the Queen’s Commendation for Valuable Service.

Commands have included the Patrol Ship HMS DUMBARTON CASTLE operating in the South Atlantic, the Mine Hunter HMS CHIDDINGFOLD and the T23 Frigate HMS IRON
DUKE conducting Disaster Relief and Counter Narcotics operations in the Caribbean and North Atlantic.

Naval Staff appointments have centred on the Maritime Battle Staff both in Plans and Current Operations (Op TELIC/Op IRAQI FREEDOM) and as Captain of the Joint Training and Exercise Planning Staff (responsible for the JOINT WARRIOR exercise series). In the Ministry of Defence he served as the Naval Staff desk lead for Defence Reform implementation and in the Foreign & Commonwealth Office as the Chief of Staff to the Prime Minister’s Special Representative for Afghanistan and Pakistan and additionally, as the Military Assistant to the Political Director.

Joint Staff roles have included an appointment to the Permanent Joint Headquarters as the Middle East Operations Team Leader (Op SHADER/Op INHERENT RESOLVE). Most recently he served for two years as the Deputy Commander and Chief of Staff of the UK Carrier Strike Group, deploying twice with HMS QUEEN ELIZABETH for F-35B trials and Operational Testing.

A graduate of the UK Higher Command and Staff Course and the US Combined Force Maritime Component Commander’s Course, he lives in rural Oxfordshire with his wife and two teenage children. Andrew assumed the new position of Commander Fleet Operational Sea Training in March 2020.

Dr Rhett Jefferies

Dr Rhett Jefferies

Dr. Rhett W. Jefferies became Technical Director of the Office of Naval Research Global (ONRG) in February 2020. He previously served as Science Director in Santiago Chile for Interdisciplinary Science beginning in July 2018. He leads command technical experts to facilitate international research collaborations in emerging science and technology, seek innovations and revolutionary technology advances and accelerate technology transition to the fleet.

Dr. Jefferies has 30 years of leadership and management experience, 25 years involved in research and development. Prior to joining ONRG, Dr. Jefferies conducted fundamental and applied research spanning a wide range of technology areas including renewable energy production, propulsion, multi-phase flows, flow control and marine vehicles as an Associate Research Professor at The Pennsylvania State University Applied Research Laboratory. He was a member of the Penn State Mechanical Engineering Graduate Faculty and served as Principal Investigator (PI), co-PI and test engineer for projects funded by government and industry, often employing advanced instrumentation and optical diagnostic techniques.

From November 2009 – July 2013 he implemented and managed the Federal Aviation Administration (FAA) Continuous Lower Energy, Emissions and Noise (CLEEN) Program to accelerate technology development in partnership with industry, to reduce fuel burn, emissions and noise of commercial aircraft. Previous to the FAA, Dr. Jefferies served over 20 years in a variety of technical and staff positions in the US Air Force. These included three assignments as program manager in the Air Force Research Laboratory developing technology to improve aircraft, engine and missile performance, and managing basic fluid mechanics research in the Air Force Office of Scientific Research (AFOSR). He was also Assistant Professor and Deputy Director of the Aeronautics Laboratory in the Aeronautics Department of the US Air Force Academy.

Dr. Jefferies is an Associate Fellow of the American Institute of Aeronautics and Astronautics, and a Member of the Tau Beta Pi Engineering Honor Society.

Conrado Ávila joined the Spanish Army as an officer of the Engineers Weapon. With twenty six years’ experience, in both of the Spanish Ministry of Defence and Ministry of Interior, he have achieved significant challenges as the provision of C4ISR capabilities to the Spanish National Coordination Centre of the European Border Surveillance System, and in several projects to obtaining earth observation satellite capabilities for surveillance and intelligence in the fight against organized crime, in collaboration with European agencies as EU SATCEN, FRONTEX, EMSA and ESA.

Mr Guy Thomas

Guy Thomas, inventor of satellite AIS (S-AIS) and author of the C-SIGMA (Collaboration in Space for International Global Maritime Awareness) concept, basis for Implementation Task #1 of the US National Space Policy), did not start off as an inventor. For the first 23 years of his professional life Guy was a special intelligence officer, a true “SPOOK”, operating in the shadow world of highly classified surveillance operations and systems development in the Navy and Air Force. He subsequently spent over 30 years in classified research and development before he became the US’ Science & Technology Advisor for Maritime Domain Awareness (MDA) from 2003-2012.

Guy is one of the very few naval officers to serve in operations of national significance in all three environments, on, over and under the sea, leading intelligence collection operations in cruisers and submarines, spending nearly a year in hostile waters, and in both USN and USAF reconnaissance aircraft with over 2,000 hours in unfriendly airspace.

He is the Author of “A Silent Warrior steps Out of the Shadows”, his autobiography, which was recently cleared for publication after a 19 month review by six organizations of the Intelligence Community.

John Beckner has been active in aerospace, both in and out of government, for more than thirty years. A California native, he worked for various Republican members on the House Foreign Affairs, and Armed Services Committees. He subsequently was Director of Aerospace Business Development for Teledyne Industries Inc. in Washington, DC and Brussels, Belgium through 1993 when Horizon Technologies was formed as an aerospace consultancy.

Miguel Angel Garcia Primo is Master Aeronautical Engineer from the Higher Technical School of Aeronautical Engineering of the Polytechnic University of Madrid and Civil Servant in compassionate leave from the Spanish National Institute for Aerospace Technology (INTA) Advanced Scientifics body, belonging to the Ministry of Defense. Miguel has accumulated more than 32 years of experience in the aerospace sector, mainly as system engineer, program manager and Chief Operating and Technical Officer.
Currently and since October 2019, Miguel is Chief Executive Officer of Hisdesat, the Spanish operator for government satellite services.
Previously and since the company creation in 2001, Miguel has been the Chief Operating Officer and Chief Technical Officer of HISDESAT. From this position, he has managed the operations of the company and the satellite programs (MILSATCOM, Earth Observation and AIS by satellite).
Also he belongs to the Board of Directors of the American company XTAR dedicated to secure communications satellites since 2005, the Spanish company Airbus DS GEO SGSA dedicated to geo-information services since 2008 and the Canadian company exactEarth dedicated to the Maritime Traffic Monitoring through an AIS satellites constellation since 2010.
Miguel previously worked at the National Institute of Aerospace Technology INTA since 1989 until 2001, where his last position was Deputy General Manager for Research and Programs, both space and aeronautical.
Miguel has several awards and honors, most notably the first class Cross to the Aeronautical Merit with white emblem in 1995 from the Spanish Air Forces and the Juan de la Cierva award of AENA Foundation in 1998, and has had numerous publications in journals and conferences.
He is graduate in the XXXVI National Defense Course by the Higher Center for National Defense Studies CESEDEN in Spain.

Milton S. Quiros is the AeroVironment Director of International Business Development for Canada, Latin America and Egypt. Prior to working for AeroVironment, he served in the United States Army for over 23 years. After graduating from the United States Military Academy at West Point in 1993, he was commissioned as an Aviation Officer. Milton was both a rotary wing and fixed wing pilot rated in many aircraft and spent most of his career flying military intelligence platforms such as Quickfix (EH-60), Guardrail (RC-12) and ARL (Dash 7). He was also one of the first Army UAS company commanders having commanded a Hunter UAV company in 2000-2001 with missions in support of the United States Border Patrol and Operation Joint Guardian in Macedonia/Kosovo. During his career, he deployed and flew combat and combat support missions in Korea, Colombia, Iraq and Afghanistan. His last assignment was the Technical Assistance Field Team Chief (Aviation) in Melgar, Colombia where he was responsible for over 45 USG owned helicopters supporting the Regional Helicopter Training Center, SOUTHCOM’s flagship for security cooperation. While at AeroVironment, he led the effort to secure a $13M ID/IQ DOD contract. This contract is structured to provide Raven UAS’ to SOUTHCOM AOR Countries. In addition, he secured contracts with Canada that provided Puma UAS’ to the Canadian Navy and Army. In February of 2021 he has given responsibility of AeroVironment’s largest international customer, Egypt.

Mr Robert Quinn

Robert Quinn is the MDA Director of Geointelligence for the Space portfolio of the Government of Canada Department of National Defence (DND) and Department of Fisheries & Oceans. This includes MDA new business development activities in geointelligence and support under contract for operations in maritime and space domain awareness. Of note, this includes the provision of operational support for space-based intelligence, surveillance and reconnaissance (ISR) all domain awareness operations exploiting MDA’s RADARSAT-2and other space missions to the Government of Canada for both domestic and global operations including in-theatre support to international coalition operations.
Leading to his current role, Mr. Quinn transitioned from the Canadian Armed Forces after a 33-year career as a senior naval officer in the Royal Canadian Navy serving as Combat Officer and Above Water Warfare Controller in Canadian Iroquois Class destroyers and Halifax Class frigates. Of note, Mr. Quinn joined MDA most recently from the Canadian DND Director General Space organization serving 13 years as the Project Director of the Polar Epsilon and Polar Epsilon 2 capital equipment projects. As Polar Epsilon Project Director, he was responsible for the CAF Operational Requirements and Concept of Operations integrating space-based radar maritime domain awareness information supporting CAF operations. This included fusion of multiple space-based ISR sensors in particular space-based radar and automated identification systems delivering advanced exploitation techniques supportive of DND maritime operations globally. Consequently, Mr. Quinn possesses an in-depth technical knowledge of the required space and ground systems associated with the RCM and RADARSAT-2 systems. Additionally in DG Space, Mr. Quinn was the CAF operational authority for space-based maritime domain awareness operations.
Mr. Quinn has been awarded the following decorations: CAF Special Service Medal (NATO); NATO (Former Yugoslavia); Canadian Peacekeeping Service Medal; and Canadian Forces Decoration 2nd clasp. He graduated from the Royal Roads Military College (1984) with a Bachelor of Arts in Military & Strategic Studies, and Dalhousie University (1995) with a Masters of Arts in International Affairs.

A master mariner and a committed proponent of the maritime users’ perspective, Rear Admiral Nick Lambert concluded a long naval operational career as the UK National Hydrographer in December 2012. Globally connected, Nick is a key thought leader on Blue Economy potential and tech innovation in associated domains.
He advises on a wide range of marine and maritime issues, including: the importance of spatial data infrastructures and hydrography for maritime economies; the evolution of eNavigation and GNSS vulnerability; near or real time situational awareness (especially from space based assets and applications), and maritime training and education.

Rear Admiral Alfonso Perez de Nanclares y Perez de Acevedo

RAdm. Alfonso Pérez de Nanclares y Pérez de Acevedo joined the Naval Academy in 1979 and graduated as Lieutenant Junior Grade in 1984.
He has spent most of his career in afloat Units and Staffs, both national and NATO, as well as European Union. He has commanded four ships: FPB “Ordoñez”, OPV “Serviola”, FFG “Santa María” and LPD “Galicia”, and has also served for four years in the Spanish Air Force 221 Squadron as TACCO (P3 Tactical Coordinator). During this period, he deployed to Operations “Active Endeavour” and “Enduring Freedom”, as Executive Officer of the frigate SPS “Canarias”.
He coursed Naval Communications Studies and graduated in the Naval War College.


Promoted to RAdm. on November 2015, he served as Head of Operations Branch in SP Navy HQ until November 2016, when he assumed command of the Naval Action Group 1 (COMGRUP-1).


In 2017 he was designated Deputy Commander (DCOM) of the Operation “Atalanta” in the OHQ in Northwood (UK) and in 2018 was deployed as Force Commander of EUNAVFOR SOMALIA on board his Flag Ship SPS “Castilla”.


After his deployment he served as DCOM in the HRF (M) SP HQ (SPMARFOR) until he was assigned to his current position in February 2020.
RAdm. Pérez de Nanclares is married to Isabel Fernández, and they have four daughters.

Rear Admiral Hans-Jörg Detlefsen

Hans-Jörg Detlefsen was born in 1963 in Böel/Schleswig-Holstein, Germany, initiated his military career in 1983.

After naval officer training, he conducted his flight training on fighter/bomber aircraft in Sacramento, USA; Cottesmore,UK; and Fürstenfeldbruck and Jever in Germany. He graduated as a naval aviator for TORNADO aircraft in 1989.

In 1999, he became squadron leader at Naval Air Wing 2 Eggebek. From 2003 to 2004, he served as group commander and was responsible for the transfer of naval air capabilities to the German Air Force after the decision was made to reduce naval air capabilities.

He has collected more than 2,000 flying hours in 15 years of active flying duty. During this time, he commanded German naval fighter/bombers several times on extended flights in international exercises, including weapons and missile training (live firing) abroad.

From 1997 to 1999, he attended the general staff course at the Bundeswehr Command and Staff College in Hamburg. After assignments as military assistant to the German Naval Fleet Commander and as desk officer in the Ministry of Defence, he returned to the Command and Staff College in 2004 as a tutor on the Joint General Staff course.

From 2006 to 2008 he worked as a military assistant to the Minister of Defence. After promotion to captain, was assigned to the post of military advisor and Division Head in the Permanent Representation of Germany to the EU in Brussels.

In 2012 he returned to Nordholz/Cuxhaven as Chief of Staff of the Naval Air Command. In 2013, he became Commander-in-Chief of Naval Air Command. During that period, he was in charge of reorganising the naval air forces and prepared for the introduction of new types of aircraft, helicopters and drones into the German Navy.

In 2016, he was appointed as Head of Division in the Directorate-General for Security and Defence Policy at the Ministry of Defence in Berlin, with responsibility for the FMOD’s bilateral relations and military capacity-building worldwide. On year later in 2017, he was appointed as Head of Division for military matters and security policy at the Federal Chancellery. In 2018, he was the interim Head of the Inter-ministerial working group on hybrid threats. In June 2019, he took over command of NATO Maritime Air Command (COM MARAIR). Hans-Jörg has two grown children.

Rear Admiral Detlefsen qualifications include the US Navy Flag Level Course Maritime Component Commander and the Senior Navigator course with the US Air Force. Additionally he has had training on speaking, communication, and moderator skills, completed the UN observer course participant at NORDIC UN and the EU Defence College High-Level Course on Sector Security Reform (SSR/ DDR).

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.
