SMi Group's 10th annual Mobile Deployable Communications conference will take place in Warsaw, Poland on 2nd-3rd February 2017 with the full support of the Polish Armed Forces. With growing external threats to national and regional security, the Polish Armed Forces are modernising their systems and enhancing capabilities, and this includes tactical communications, making it the ideal location for such an event.

As well as strong support from the host nation, there will also be neighbouring and regional speakers providing updates on tactical CIS capabilities, programmes and requirements for the warfighter.

Colonel Andrew McClelland is a native of Greensburg, Pennsylvania. He is a Distinguished Military Graduate of West Virginia University where he earned a Bachelor’s of Science degree in Mechanical Engineering and was commissioned a 2LT as an Armor Officer. He has earned his Masters of Arts degree in Business and Organizational Security Management from Webster’s University, and a Masters of Strategic Studies from the U.S. Army War College.

His previous assignments include assistant S-3 and platoon leader, 3d Battalion(Airborne) 73d Armor Regiment, platoon leader, D company 1st Battalion 505th Parachute Infantry Regiment, 82d Airborne Division, Fort Bragg, North Carolina; Company executive officer and Battalion logistics officer, 50th Signal Battalion, 35th Signal Brigade, Fort Bragg, North Carolina; Battalion signal officer, 3d Battalion 43d ADA Regiment and company commander 286th Signal company, 11th ADA Brigade, Fort Bliss, Texas; Observer/ controller, light infantry task force training team, Operations Group, Fort Irwin, California; Small group leader and senior small group leader for the Signal Captain’s Career Course, 442d Signal Battalion, Fort Gordon, Georgia; Brigade signal officer, 25th Combat Aviation Brigade, where he deployed in support of Operation Iraqi Freedom, 06-08, and deputy division signal officer, 25th Infantry Division, Schofield Barracks, Hawaii; Brigade operations officer, 516th Signal Brigade, Fort Shafter, Hawaii; C4ISR C2 Functional Services Team Leader, NATO, Allied Command Transformation in Norfolk, Virginia; Battalion Commander for the 40th Expeditionary Signal Battalion, at Fort Huachuca, Arizona; Deputy Brigade Commander, 11th Signal Brigade, Fort Hood, Texas; Network Integration Division Chief, at the Brigade Modernization Command, Fort Bliss, Texas. Colonel McClelland’s military education includes the Armor officer basic course, Airborne school, Battalion motor officer course, the Signal officer branch qualification course, the 82d Airborne division’s advanced airborne school jumpmaster course, the Signal officer advanced course, the Combined Arms and Services staff school (CAS3), the Command and General Staff Course (CGSC), and the United States Army War College.

His awards and decorations include the Bronze star medal; Defense Meritorious service medal, Meritorious service medal (7 awards); Army commendation medal (3 awards); Army achievement medal (3 awards); Iraqi campaign medal with 2 campaign stars; National defense service medal (2 awards); Global war on terrorism service medal; Humanitarian service medal; Army service ribbon; Overseas service ribbon; the Master parachutist badge and the British parachutist badge.

Colonel McClelland is married to the former Kristine Walker of Farmington Hills, Michigan. They have two children, Jonathan and Kevin.

Colonel Charles Robert Parker

Colonel Charles "Rob" Parker is a Georgia native and graduate of North Georgia College (NGC), where he was commissioned through the Army ROTC program in 1993. He earned a Bachelor of Science in Biology from NGC, a Master of Science in Telecommunications Management from Webster University, and a Master of Strategic Studies from the Unites States Army War College.

COL Parker graduated from the Joint C4 Systems Planner's Course; the Army Basic Parachutist Course; the U.S. Navy's Survival, Evasion, Resistance and Escape Course; and the Army's Northern Warfare Course.

In 1994, 2LT Parker's first assignment was as the S-3 Training Officer for the 32nd Signal Battalion in Darmstadt, Germany. He also served as the Large Extension Node Platoon Leader and Deputy S-3 Operations Officer. He deployed his platoon in support of the Unites States Army Europe forward Command Post for Operation JOINT ENDEAVOR. CPT Parker was assigned to the 67th Signal Battalion at Fort Gordon, where he briefly served as the Deputy S3 Operations Officer, after which he assumed command of Charlie Company. He then served at Army Signal Command, now Network Enterprise Technology Command in Fort Huachuca, as the Secretary of the General Staff, Aide-de-Camp, and Executive Officer to the Commanding General. He then served as the S-6 Communications Officer with 2nd Battalion, 160th Special Operations Aviation Regiment (Airborne) (SOAR) in Fort Campbell. As a Night Stalker, he deployed on multiple occasions to support Operation ENDURING FREEDOM (OEF). Upon completion of Army Command and General Staff College in 2004, MAJ Parker assumed duties as the S-3 Operations Officer and later as the Executive Officer for the 59th Signal Battalion, Fort Richardson. He was then assigned to Alaskan Command and Joint Task Force -- Alaska at Elmendorf AFB, where he served as a Division Chief for Operations and Plans in the J6. LTC Parker then served as the Battalion Commander of the 59th Signal Battalion and Director, Network Enterprise Center - Alaska. He later served as the Deputy Commanding Officer for the 11th Signal Brigade and deployed to OEF in 2012 in support of Task Force Signal. Following his graduation from the United States Army War College in 2014, COL Parker assumed duties as the G-6, III Armored Corps at Fort Hood. He then deployed with the Corps and served as the CJ6, CJTF-Operation INHERENT RESOLVE from September 2015 - May 2016.

COL Parker's awards include the Legion of Merit, Bronze Star, Defense Meritorious Service Medal (1OLC), Army Meritorious Service Medal (Silver OLC), the Army Commendation Medal, and the Army Achievement Medal. COL Parker is a recipient of the Army Signal Regiment's Bronze Order of Mercury and has earned the German Schützenschnur badge.

WHAT IS CPD?

CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

As a formal provider of CPD certified activities, SMI Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
