 Ms. Loper possesses over 15 years of Program Management experience across the space enterprise. She currently manages projects at the Starfire Optical Range, the Air Force’s center of excellence for adaptive optics (AO) research and Maui unique world-class research facility, and the Air Force Maui Optical and Supercomputing Site. The AO research enables technology for high resolution imaging of space objects using ground-based telescopes. From 2009 – 2013, she served as the program integrator and segments lead for the U.S. DoD Enhanced Polar Protected SatComm System and returned to SATCOM in the Wideband Program Office in 2016. She joined the U.S. Government as a Presidential Management Fellow 2008 at the Space and Missile System Center in Los Angeles from a 6-year position in Germany, where she managed operations in Kuwait, Kosovo, Afghanistan and Iraq as a support services contractor.

The Federal Acquisition Service provides buying platforms and acquisition services to Federal, DoD, State and Local governments for a broad range of items
from office supplies to motor vehicles to information technology and telecommunications products and services.
 
Ben is responsible for managing GSA’s Enterprise
Wireless Mobility, Commercial SATCOM (COMSATCOM), and Earth Observation Solutions
service offerings via multiple government contract
solutions to include the Best in Class (BIC) Multiple Award Schedule (MAS) Special Item
Numbers (SINs) for Wireless Mobility, COMSATCOM, and Earth Observation services; the Complex Commercial SATCOM Solutions (CS3) multiple award IDIQ contract; as well as the
transitioning of services off of the expiring Federal Strategic Sourcing Initiative (FSSI) – Wireless
Blanket Purchase Agreement (BPA). In his role he works closely with multiple government
agencies to address their unique enterprise and mission enabling communications
requirements, as well as commercial industry partners to identify capabilities and emerging

Captain (N), José Matias de Freitas is a Navy Officer Commander graduated by the Naval Academy as a Weapons and Electronics Engineer. He served on board of various Portuguese navy war ships as a Weapon Engineer Officer (WEO) responsible for the performance and availability of the on-board weapons, sensors, Command Support Information Systems, combat, and communications systems. As Senior Engineer Officer supported the Executive Officer in resources management and information systems administration Ship Domain Administrator for IT. He was head of Weapon Systems Office for the Weapon and Electronic Systems Department at the Portuguese Navy - Technical Navy School and head of Communications and Cypher Department at Naval Communications Centre, being responsible for the transformation process in the naval communications infrastructures and implementation of main data center. After being deputy Director at Portuguese Navy IT and Communications Directorate, he was appointed as head of Planning and Programing Division, at the Portuguese MoD Directorate-General of National Defence Resources, since 2015 where he has been responsible for the coordination, monitoring and execution of Military Programming Law in the Armed Forces among other responsibilities, which includes the coordination of the implementing process of the Portuguese SST capability. Member of the EU-SST Steering Committee and PMO. He is the MoD representative at international forum, within UE, EDA, and NATO for the Space Domain (SATCOM, SST/SSA)

 

Charlotte Gerhart

Charlotte Gerhart

 Ms. Charlotte Gerhart is the Chief, Tactical SATCOM Acquisition Delta, Military Communications and Position, Navigation, and Timing (MilComm & PNT) Directorate, Space Systems Command, Los Angeles Air Force Base (LAAFB), CA. She is responsible for the acquisition, production, and fielding of tactical satellite communications capabilities for the Nation’s warfighters.

In 1998, Ms. Gerhart joined the civil service supporting the US Air Force Research Laboratory Space Vehicles Directorate. In this assignment she was responsible for managing the development and demonstration of space system technologies including thermal systems, structural systems, vibro-acoustic suppression, and laser communications systems.
 
In 2009, Ms. Gerhart moved to be the Wideband Global SATCOM (WGS) program as the manager of the WGS 7-10 program (also known as WGS Block II Follow-on), and later served as the Deputy Program Manager for the WGS program.  From 2013 through 2018 she served as the WGS Program Manager delivering four satellites into operations, with two more in work.
 
In 2022, Ms. Gerhart transitioned to the newly formed MilComm & PNT Directorate and assumed leadership of the Tactical SATCOM Acquisition Delta.  She has responsibility for the production and fielding of WGS 11+, the rapid acquisition and fielding of Protected Tactical SATCOM (PTS) Rapid Prototype payloads, Protected Tactical Enterprise Service (PTES) Rapid Prototype, Army & Air Force Anti-jam Modem (A3M), Air Force Wideband Enterprise Terminal (AFWET), and Enterprise Management and Control (EM&C).
 

Clare Hopper

Clare Hopper

Clare A. Hopper is Director, Commercial Satellite Communications (COMSATCOM) Office, assigned to the Space Systems Command, United States Space Force, Washington, D.C.  She is responsible for delivering COMSATCOM capabilities to support the joint warfighter, federal agencies, and international partners. Her portfolio includes the Enhanced Mobile Satellite Service (EMSS) Program Office, the EMSS Capabilities Office and the Department of Defense COMSATCOM Solutions Program Office.

 
EMSS is an $800 million global satellite program that provides the Department of Defense, federal and coalition partners with unlimited access to the commercial Iridium constellation, a mesh-network of 66 on-orbit cross-linked satellites, through a dedicated, EMSS controlled gateway.
 
The COMSATCOM Solutions Program Office acquires any commercial satellite capability for any customer, anywhere, and has over $5 billion under management.
 
Prior to this role, Mrs. Hopper was the SATCOM Division Chief, Defense Information Systems Agency (DISA). In this role she managed the Department of Defense Enterprise Gateways Program Office, the SATCOM Operations Integration Branch, and the COMSATCOM portfolio described above, prior to its Congressionally directed transfer to the United States Space Force. Other assignments include Program Manager, EMSS and Program Manager for a classified telecommunications system within DISA’s National Leadership Command Capabilities Center (NLCC). Mrs. Hopper began her career in government with DISA as a Contracting Officer, and served as the Chief, Special Projects Contracting Branch, which held a contracts portfolio valued over $2 billion.
 
Prior to joining the government, Mrs. Hopper was a retirement funds analyst for T. Rowe Price.
 
Mrs. Hopper received her Bachelor of Science Degree in Finance from West Virginia University and is a Certified Public Accountant.
 
Mrs. Hopper is Defense Acquisition Workforce Improvement Act (DAWIA) Level 3 certified in Contracting from the Defense Acquisition University (DAU).

Colonel David Pheasant

Colonel David Pheasant

 Col. David A. Pheasant is the commander of Space Delta 8. DEL 8 is mission-focused encompassing Position, Navigation, and Timing (PNT) and Satellite Communications (SATCOM).

 
Col Pheasant, an inter-service tranfer to US Space Force from the Army, enlisted in the Army Signal Corps as a computer programmer/systems analyst before entering ROTC where he earned his Bachelor's degree in Economics from the University of Texas as a Distinguished Military Graduate. He was commissioned as a second lieutenant in the Signal Corps with a branch detail to the Infantry. Additionally, he maintains several commercial IT certifications to include CISSP, CISM, CEH, SEC+, and ITIL.
 
Prior to his current assignment, Col Pheasant was the commander of the 53d Signal Battalion (SATCON) and the acting commander of the Satellite Operations Brigade. Col Pheasant was initial cadre in the first Stryker Brigade (3/2 ID) serving consecutively as an Infantry Platoon Leader, Battalion S6, Signal Company Commander, and Battalion Executive Officer; during which he deployed twice in support of Operation Iraqi Freedom. After attending Advanced Civil Schooling, he served as the Brigade S6 for 3/1 CAV as they closed out Operation New Dawn in Iraq.
 
Col Pheasant’s recent assignments include serving as the Deputy Army Capability Manager for Cyber at the Cyber Center of Excellence where he developed offensive and defensive cyber capabilities for the Army and Joint forces. Additionally, he previously served as the Chief of Defensive Cyber Operations for the National Geospatial-Intelligence Agency.

Colonel Eric Felt

Director, Space Architecture, Office of the Assistant Secretary of the Air Force for Space Acquisition and Integration
Colonel Eric Felt

Colonel Eric Felt is the Director of Architecture and Integration in the Office of the Assistant Secretary of the Air Force for Space Acquisition and Integration at the Pentagon, Virginia. He leads a team of 25 military, civilian, and on-site contractors responsible for developing and integrating the Department of Defense, Department of the Air Force, and United States Space Force space architectures. His organization focuses on optimizing the Space Force’s $15B portfolio of resilient space capabilities: communications; position, navigation, and timing; remote sensing; space access, mobility, and logistics; and space control.

Colonel Felt received his commission in 1991 from Duke University Air Force Reserve Officer Training Corps. He entered active duty in 1996 after completing a master’s in science and doctorate degrees in electrical engineering. He is a graduate of the U.S. Air Force Test Pilot School and has served as a developmental engineer and program manager in lab, test, program office, and staff assignments. Prior to his current position, Colonel Felt served as Director, Air Force Research Lab Space Vehicles Directorate, Kirtland Air Force Base, New Mexico.
 

Colonel Pete Atkinson

Colonel Pete Atkinson

 Colonel Pete Atkinson is a national security professional with two decades of military service. His areas of expertise include space, special operations, project management, international affairs, concept development, organizational change, and technology integration. Pete is currently serving as a corporate-level director of operations at the Headquarters, Department of the Army. Previously, he completed a fellowship with the Massachusetts Institute of Technology. At MIT, his research project titled "From Air to Space: The Perils of Domain Parochialism" correlated 20th-century air domain and 21st-century space domain functions. As a lifelong student, Pete earned a Master of Arts in Global and International Studies from the University of Kansas and a Bachelor of Arts in History from Florida Atlantic University. Pete is also a certified higher education professional with a concentration in teaching.

Cordell DeLaPena Jr.

Cordell DeLaPena Jr.

Mr. Cordell DeLaPena is the Program Executive Officer for Military Communications and Positioning, Navigation, and Timing, Space Systems Command, Los Angeles Air Force Base, California. As the PEO, he manages and oversees development, production, delivery, and maintenance of critical and innovative Communications and PNT systems worth more than $22.3 billion. He is responsible for multiservice, multinational systems, as well as the training and equipping of more than 1,800 military and civilian personnel.

Mr. DeLaPena entered the Air Force in 1985 after receiving his commission through Officer Training School. From 1985 to 2014, he has served in a variety of acquisition and leadership positions within the Air Force and National Reconnaissance Office. In 2014, he retired from active duty in the rank of colonel and entered civil service as a member of the Senior Executive Service. As the Director of the Program Management and Integration Directorate, he advised the Air Force Program Executive Officer for Space on weapon system management, acquisition, integration and analysis.
 
Mr. DeLaPena is a graduate of the Defense Systems Management College’s Executive Program Manager Course. He is a designated member of the Defense Acquisition Workforce and is certified Level III in Program Management and Systems Planning, Research, Development and Engineering.

CWO5 Rilin Desamours

CWO5 Rilin Desamours

 CWO5 Rilin “Phil” Desamours, a native of Nyack, New York, graduated from Miami Edison Senior high school, June 2001. Enlisted July 2001, and was assigned a primary Military Occupation Specialty (MOS) of Field Radio Operator. Subsequently attained multiple follow-on MOS, Multi-Channel Radio Operator, SATCOM, Advanced Extremely High Frequency Systems Operator and Forward Observer. He was appointed to Warrant Officer February 2011, and commissioned in August 2012. He is a graduate of Marine Corps Expeditionary Warfare School and Command and Staff College. He possesses a bachelor’s degree in Information Systems Management from UMUC, an MBA from New England and Master of Science degree in Systems Engineering Management from the Naval Post Graduate School Monterey CA. 

 
 
 
His service in the operating forces includes: Field Radio Operator, Wideband SATCOM Operator, Forward Observer within several echelons within both II MEF and I MEF. Deployed to OIF I & II with the II MEF Ground Commend Element (GCE). Multiple MEU deployments with I MEF. Platoon Commander, Tactical Communications Planning and Engineering Officer, Operations Officer, Space Operations Planner within multiple levels of III MEF, in the Pacific.  His service outside the operating forces includes Reequipments Manager with Combat Development and Integration (CD&I), HQMC, and Project Officer with Marine Corps Systems Command.  
 
CWO5 personal decorations include the Meritorious Service Medal, Navy, and Marine Corps Commendation Medal (with two gold stars), Navy and Marine Corps Achievement Medal. 
 

Damon Feltman

Chief, Transport Cell, Space Development Agency
Damon Feltman
Damon Feltman is the Chief of the Transport Cell, Space Development Agency (SDA). Established in March 2019, SDA is recognized as the Department of Defense's constructive disruptor for space acquisition. SDA will quickly deliver much needed space-based capabilities to the joint warfighter to support terrestrial missions through development, fielding, and operation of the Proliferated Warfighter Space Architecture (PWSA). A critical component of the PWSA is the Transport Layer, which is a proliferated low-earth orbit constellation of satellites that will provide assured, resilient, low-latency military data and connectivity worldwide to the full range of warfighter platforms.
 
Before joining SDA, Mr. Feltman served as a career-long space operations officer in the Air Force and Air Force Reserve, and most recently was the Mobilization Assistant to the Deputy Chief of Staff for Space Operations, Strategy, Plans, Programs, and Requirements, Headquarters, Space Force. As a member of the executive staff, he led development of the service’s Future Years Defense Program, international partnerships, space system requirements, and strategic planning. He also led collaboration with other services, the Joint Staff, and combatant commands in support of the Space Force’s role as the Department of Defense’s joint space requirements integrator.
 
Mr. Feltman previously held both military and DoD civilian leadership roles. He has served as the Deputy Director for Strategy, Plans, and Requirements for an Air Force major command, helped establish and served on the senior operations staff of United States Space Command, was the associate director for Air Force future concepts, and led requirements development for space-based missile warning, ground-based radars, and satellite communications at Air Force Space Command.
 
He was also the vice commander for 10th Air Force, commander of the 310th Space Wing, and commander of the 19th Space Operations Squadron

Daniel Holtzman

 Mr. Holtzman has more than 30 years of experience in large scale systems engineering, high assurance and real time weapon systems acquisitions in support of the U.S. Department of Defense and NATO. He worked for public and private industry and federally funded research and development centers and participated on numerous senior study teams, including studies conducted by the Joint Chiefs of Staff. Mr. Holtzman was recruited for a Chief Information Officer assignment at a publicly traded company and has participated in technology development research and adaptation to military systems acquisitions.

Darren Buck

 Mr. Darren Buck serves as Liaison to Air Force and Space Force for the Department of Defense (DoD) Executive Agent for DoD Mission Partner Environment (MPE), Mission Partner Capabilities Office (MPCO). As a member of the Executive Agent Division, he operates on behalf of the Secretary of the Air Force for Governance, Strategy, Integration, Resources, Requirements, and Strategic Engagement in support of DoD MPE. In his Liaison role, Mr. Buck engages, facilitates, and advises Air Force, Space Force, and US Space Command leaders, offices, and programs to build and strengthen connectivity, information sharing, and interoperability with US Allies and DoD Mission Partners.

 
Darren Buck has served over thirty years in the Reserve of the Air Force, and he remains in service as a Colonel, assigned to the Office of the Assistant Secretary of the Air Force for Space 
Acquisition and Integration. Colonel Buck received his commission in 1990 through the Air Force 
ROTC program of the University of Notre Dame. He has served in a number of space operations and leadership assignments at 50th Space Wing, 45th Space Wing, 595th Space Group, 460th Space Wing, and 310th Space Wing. Further, he has accumulated over 19 months’ command experience in Joint and Interagency space operations and is a fully-qualified Joint Officer (JQO Level III).
 
Immediately preceding his entrance into Federal Service as a Department of the Air Force Civilian 
in April 2021, Colonel Buck served as the Deputy Director for Air, Space, and Information  Operations, Headquarters Air Force Reserve Command, Robins Air Force Base, Georgia. He led oversight and advocacy for all Air Force Reserve operational units, assets, and capabilities, encompassing Combat Air Forces, Mobility Air Forces, Space Operations, Information Operations, and Nuclear Enterprise Operations.
 
As an aerospace and defense industry professional, Darren Buck has served in multiple leadership, technical, and consulting roles since 2000. These have included positions at Air Force Space Command, Missile Defense Agency, Headquarters Air Force Executive Action Group, National Aeronautics and Space Administration, and the FederalAviation Administration's Commercial Space Transportation Advisory Committee.
 

David Logsdon

Senior Director, Space Policy, ITI Space Enterprise Council
David Logsdon

David Logsdon is the Senior Director, Space Policy, ITI Space Enterprise Council.  In his role, he has  created and implemented a strategic international space cooperation engagement plan involving multiple countries, which has helped drive US engagement (both G-to-G and private sector) with international partners. Logsdon facilitated the signing of Memorandum of Understanding (MOU) agreements with seven countries (Argentina, Australia, Brazil, Chile, Colombia, Ecuador, and Norway).  Logsdon was one of the leading players in helping get Technology Safeguards Agreements signed and ratified between the US and Brazilian and Australian governments. Logsdon also led trade missions to Brazil and Chile.

 
Logsdon holds a private sector leadership position within the DHS CISA Space Systems Security and Resilience Landscape working group, leading an effort to create a space/cybersecurity/zero trust framework. Logsdon is also the Vice Chair of the IEEE International government subgroup, helping create a global space and cybersecurity standard.
 
Logsdon has cultivated relationships between private-sector executives and federal agencies, highlighting importance of space-based assets to economic and national security, and helping federal agencies justify space-related expenditures through the SEC’s “A Day Without Space” forums.
 
Logsdon acted as a member of Department of Commerce International Trade Advisory Committee on Aerospace, advising secretary of commerce on aerospace industry international trade issues.
 
Logsdon acted as the private sector lead for the US-Brazil Defense Industry Dialogue Space Working Group.
 
Logsdon was a member of the US National Space Based PNT Advisory Board.
Logsdon helped lead the TechAmerica Technology Convergence Commission, which focused on the intersection between social media, mobile, analytics, and cloud computing.
Prior to running the Space Enterprise Council (a position he has held for twenty years), Logsdon was the Manager of Space Operations at the Aerospace Industries Association and a technology policy analyst at Futron Corporation.
 
Logsdon holds a bachelor’s degree in Criminal Justice from the University of Delaware and a master’s degree in Political Management from George Washington University.  
 

Douglas Loverro

Douglas Loverro

 Mr. Douglas Loverro is a highly regarded national space thinker and leader who currently serves as President, Loverro Consulting, LLC. He has served in a variety of very senior government positions including at NASA where he led Human Exploration, in the DoD where he lead space policy, and in multiple DoD and NRO space program leadership roles over a more than 40-year career.

Mr Loverro holds a Master of Science in Physics from the University of New Mexico, a Master of Political Science from Auburn University, and an MBA from the University of West Florida in addition to his Bachelor of Science in Chemistry from the US Air Force Academy. He was a distinguished graduate from the Air Force’s Air Command and Staff College and Squadron Officer School and was the top graduate from DoD’s Industrial College of the Armed Forces.
 
He is the recipient of multiple prestigious awards including the Secretary of Defense’s Medal for Outstanding Public Service, AIAA’s Durand Lecture for Public Service, the National Defense Industrial Association's (NDIA) Bob Hope Distinguished Citizen Award, the Lifetime Achievement Award from the Federation of Galaxy Explorers, the Society of Satellite Professional Engineers Stellar Award, and the Armed Forces Communicants and Electronics Association's (AFCEA) Benjamin Oliver Gold Medal for Engineering amongst many other civilian and military honors.

Dr Brendan S. Mulvaney

Dr Brendan S. Mulvaney

Dr. Brendan Mulvaney is currently the Director of the China Aerospace Studies Institute at National Defense University. He was a Marine for a quarter of a century, where he flew more than 2000 hours as an AH-1W Cobra pilot, and was an Olmsted Scholar in Shanghai, China.  

 
He enlisted in 1991 and was commissioned in 1993 after graduating from UC San Diego. He earned his Master’s in Leadership from the University of San Diego in 2002, and was selected as one of three Marine Olmsted Scholars for 2003. He studied at Fudan University in Shanghai, China from 2003-2005 where he earned his Ph.D. in International Relations.
 
He served several tours in California, Iraq, Japan, and the Western Pacific. He served as the first Director of the Commandant’s Red Team, and supervised the implementation of Red Teaming in the Marine Corps. In 2013 he transferred to the U.S. Naval Academy, where he was the Associate Chair for the Languages and Cultures Department, and taught Mandarin Chinese, Chinese culture, and cross-cultural literacy.

EJ Wasikowski

 EJ Wasikowski serves as the product lead (PL) for Base Emergency Communications System (BECS) within PEO EIS’ Integrated Enterprise Network (IEN) portfolio. In this position, he is responsible for overseeing a team that integrates, modernizes, standardizes, and enhances the Public Safety Communication emergency architecture from an analog to an IP-based infrastructure to align with the Common Transport Layer and Common Services Infrastructure within the greater Unified Network. Additionally, BECS provides mission command to emergency assets in order to develop a coordinated response to emergency incidents that may degrade operations and readiness.

 
Wasikowski began his career in the United States Marine Corps, serving 22 years as a senior enlisted Marine with duties at Camp Pendleton, California; Okinawa, Japan; and the Republic of Korea. He also served in several campaigns in Southwest Asia and the Pacific.
 
After retiring from military service, Wasikowski worked for three years in industry, serving as a senior logistician in support of Marine Corps Systems Command and at PEO EIS. He then joined the Army civilian workforce and served as a project support officer for PEO EIS, providing technical support to the Operations Directorate, Logistics Division and Business Operations Division. He later served as the lead project officer for Strategic/Acquisition Planning, Compliance and Special Projects and was appointed the Base Realignment and Closure (BRAC) Task Force lead/project manager (PM) supporting multiple PMs and directorates impacted by the 2005 BRAC effort and National Capital Region leased space relocation programs.
 
Wasikowski then served as the acting deputy to the director of operations and later as the deputy to the director of the G-4. After that, he served as the chief of facilities, services and support for the director of plans and operations. Wasikowski later became the acting deputy project manager for PM Defense Communications and Army Transmission Systems (DCATS — later renamed IEN). He went on to serve as the director of operations, contracts and logistics at PM DCATS, responsible for the oversight of an acquisition IT portfolio consisting of over 20 project/product offices and valued in excess of $1 billion per annum, providing guidance on all matters related to strategic planning, operations, logistics and acquisition management.
 
Wasikowski holds a bachelor’s degree in business administration with a focus in acquisition and contracts management from Strayer University, and a master’s degree in business administration from Strayer University’s Jack Welch Management Institute. He is a recipient of the Commander’s Award for Civilian Service.
 
Wasikowski has attended numerous acquisition and leadership courses, is a member of the Army Acquisition Corps and holds a practitioner-level Defense Acquisition Workforce Improvement Act certification in Engineering and Technical Management.
 

Janice Starzyk

Janice Starzyk

Janice Starzyk is the Deputy Director of the Office of Space Commerce, a Senior Executive Service position. Previously, she led Virgin Orbit’s Washington, DC, office and government operations. Her extensive experience and contributions in the space industry include leading the consulting practice at Bryce Space and Technology and more than a decade leading the commercial strategy and market intelligence for launch service providers International Launch Services (ILS) and United Launch Alliance (ULA). At Futron Corporation, Ms. Starzyk worked with a range of civil, military and commercial space industry customers.

 
She received her Bachelor of Science in Foreign Service from Georgetown University. She holds a Master of Arts in economics and international relations from the Johns Hopkins School of Advanced International Studies, and a dual-degree Global MBA from Tulane University and Universidad Icesi in Cali, Colombia.
 
For more than a decade, Ms. Starzyk has also provided community leadership and support to local STEM education programs through the Washington Space Business Roundtable. She was appointed to serve as an industry representative on the Commercial Space Transportation Advisory Committee in 2022.

John Anglin

Project Manager, Tactical Network Technical Management Division Lead, PEO C3T, US Army
John Anglin

 Mr. John Anglin serves as the Chief Engineer and Techncial Management Division Chief for Project Manger Tactical Network (PM TN), assigned to the Program Executive Office Comand, Control, Communications-Tactical (PEO C3T). In this position he is responsible for the system-of-systems modernization, engineering, design, integration, and interoperability of the Army’s tactical network as part of a unified network battlespace. He directly supervises almost a dozen civilian employees and manages over 200 engineering staff from various disciplines. With over 20 years of experience as civilian and as a Soldier in the tactical Army, Mr. Anglin provides expert advice, guidance and assistance to both senior management and stakeholders concerning all aspects of the Army’s Tactical Network

 
 

Lieutenant Colonel Brian Dea

Chief, SATCOM Mission Area Team, Space Operations Command, USSF
Lieutenant Colonel Brian Dea

Lt. Col. Brian A. Dea is currently assigned to Headquarters, U.S. Space Operations Command at Peterson Space Force Base in Colorado Springs, Colorado as the Chief, Satellite Communications Mission Area Team, he oversees all DoD Military SATCOM, as well as commercial SATCOM integration, international partnerships, and operational readiness. 

Lt. Col. Dea grew up in Yuma, Arizona, graduated from the University of Calif., Irvine and received his commission through ROTC at University of Calif., Los Angeles in 2005.  He has led joint and combined space operations supporting the nation’s combatant commands and provided space support during Operations ODYSSEY DAWN, IRAQI FREEDOM, and ENDURING FREEDOM.  Lt. Col. Dea has held multiple space assignments to include 2d Infantry Space Liaison Officer in South Korea, Chief, Current Operations at the Combined Space Operations Center, and Commander for the 4th Space Operations Squadron.  Lt. Col. Dea is a career space officer with over 18 years of operations, training, and command experience.  
 

Mike Dean

Chief, DoD SATCOM and AISR ITF, C3 Infrastructure, US DoD CIO
Mike Dean

 Mike Dean currently serves as the Satellite Communications (SATCOM) Division Chief for C3 Infrastructure Directorate of the Deputy Chief Information Officer for Command, Control, and Communications (C3), Office of the Secretary of Defense, Chief Information Officer. As DoD SATCOM Chief, he provides technical expertise, oversight and broad guidance on policy, programmatic and technical issues relating to DoD SATCOM to integrate and synchronize defense-wide communications programs and achieve the DoD’s Digital Modernization Strategy initiatives. He also advises on efforts to achieve and maintain information dominance through DoD SATCOM for the Department of Defense. He manages efforts defining DoD policies and strategies for design, architecture, interoperability standards, capability development and sustainment of DoD SATCOM and serves as the DoD CIO’s focal point for international partnership activities in SATCOM to include the NATO SATCOM Services 6th Generation (NSS6G) activities.

 
Before joining federal government service, Mike served as a career Army Signal Corps and Cyberspace officer for more than 27 years (including multiple command positions and multiple combat deployments within the 82d Airborne Division as well as serving as the Space Branch Chief in the Joint Staff J6). Following his military career, Mike served as a defense contractor for in multiple roles supporting the DoD CIO in satellite communications and information enterprise management. Mike’s most notable role in DoD SATCOM is the development of the Enterprise SATCOM Management and Control Reference Architecture published in 2019 by the DoD to describe the building code for DoD enterprise SATCOM modernization. 
 

Sarah Doud

Division Chief for the Information Mobility Division J86, United States Space Command
Sarah Doud

 Ms. Doud is the Information Mobility Requirements Division Chief for the Resource and Integration Directorate (J8), United States Space Command (USSPACECOM).  She serves as the principal civilian advisor and Subject Matter Expert (SME) for Command and Control, Position, Navigation, and Timing and Satellite Communications Requirements for USSPACECOM.  She works closely with USSPACECOM Directorates and Divisions to develop requirements documents, funding accountability and advocacy of for these systems to Joint Staff, Command components, Air Force, Space Force, Navy and Marine Corps and Office of Secretary of Defense and joint/interagency partners. She provides Command oversight of existing and proposed Space capabilities, identifies operational shortfalls, leads advocacy efforts to close mission critical gaps, and is skilled in developing operational proposals for her division’s responsibilities.  She also supports development and defense of the Commander, USSPACECOM's Planning, Programming, Budgeting and Execution (PPBE) and Joint Capabilities Integration and Development System (JCIDS) submissions to include Program Objective Memorandum (POM), Program Review, Budget Review, and Congressional Appeals. She conducts capability development planning; performs budget and cost analysis; and develops architectures and management policy and procedures.  

 
Ms. Doud has 20 years of experience and expertise with defense related issues and is an Air Force Veteran with 11 years of service. She has expertise in Space Domain Awareness and Command and Control as she launched the first Space-Based Space Surveillance satellite and operationalized the Multi-Mission Satellite Operations Control system while at 1st Space Operations Squadron and follow-on assignment to Air Force Space Command. Ms. Doud has robust Orbital Warfare experience as the Special Technical Operations Chief at Space Operations Command, realizing critical disconnects in Special Access Program DOTmLPF-P resources and advocating for joint system operations and classification reform. She is a SAP policy and governance expert for the department’s many space classification reviews. She also became knowledgeable in the planning, programming, budgeting and execution of all space systems and became the SAP expert for not only the USSPACECOM J8 but also the entire Combatant Command.   While in the Air Force, her experience included Missile Combat Crew Instructor, Flight Commander, Chief of Training, Executive Officer, and Staff Officer. 
 

Scott Harris

Scott Harris

 Scott Blake Harris is the Senior Spectrum Advisor at NTIA and represents the agency in its work to expand the use of spectrum to support federal agency missions and to meet the ever-growing needs of consumers and the commercial sector.

 
Scott has practiced law in Washington D.C. for forty-six years, and has extensive communications, technology, energy, litigation, and national security law experience.  He previously served in government as the General Counsel of the Department of Energy, as the first Chief of the International Bureau at the Federal Communications Commission, and as Chief Counsel for Export Administration at the Department of Commerce. While at DOE also served as Co-Chair of the Broadband Subcommittee of the White House National Science and Technology Council.
 
In the private sector, Scott co-founded the law firm of Harris, Wiltshire & Grannis LLP (now HWG) and served as its first Managing Partner and its first Chairman. He recently left the firm to join NTIA. Scott has also served as General Counsel of Neustar, Inc. and as Co-Managing Partner of Wilkinson Barker Knauer LLP.  Earlier in his career, he was a partner at Gibson Dunn & Crutcher, where he was Chair of the communications practice, and at Williams & Connolly, where began his career in private practice as a litigator. He served as a law clerk to the Hon. Gerhard A. Gesell upon graduation from law school.
 

Squadron Leader Daniel Askew

Squadron Leader Daniel Askew

 Squadron Leader Daniel Askew commissioned from Royal Air Force College Cranwell in 2000, graduating from the Engineering Specialist Training School in 2001.  As a junior officer he completed two operational focused tours as the Deputy Flight Commander on A Flight, No 2 (Field Communications) Sqn, Tactical Communications Wing, and as the Engineering Officer on 37 Sqn Royal Air Force Regiment.  He served as a Staff Officer in the Force Protection Force HQ and in A6 at HQ Air Command.  Upon return from a 6-month deployment in 2010 on Op HERRICK he was posted to the Communications Information Systems Training School, RAF Cranwell, as a Course Officer and later became the second in command.  

In February 2013, after a short tour as the Deputy Officer Commanding No 1 (FC) Sqn, TCW, he was promoted and posted back to HQ AIR Command as the Performance and Risk Manager for AOC 38 Gp.  After completing a tour in PJHQ J6 he took command of No 2 (Field Communications) Sqn, Tactical Communications Wing in December 2016.  In 2019 Daniel moved to Gibraltar to become the Head of Defence Digital Joint Communications Support Unit (JCSU (Gibraltar)), responsible for all MoD Network Infrastructure and the delivery of CIS services to Gibraltar.  Upon completion of this post he moved to NATO Supreme Allied Commander Transformation Headquarters in Norfolk as the SatCom Program Director.

 Tim Greeff is NSTXL’s President and Founder. He has led NSTXL from original concept through incorporation to present-day scale. Tim brings over 20 years of experience building and managing non-profit technology associations and networks. NSTXL is the third organization he has helped to launch and build, each of which focuses on scaling and commercializing innovative technology through policy and public-private partnerships. Tim has spent his entire professional career operating at the intersection of business, policy, and politics, including directing record-breaking campaigns, convening and managing numerous coalitions, and leading successful policy efforts at the national, state, and local levels. Tim holds a Master of Public Policy from the Sandford Institute at Duke University and a Bachelors Degree in Government from the University of Texas, Austin.

Tom Stroup

Tom Stroup

As President of SIA, Tom is the trade association’s lead advocate for regulatory and policy issues of critical importance to SIA’s membership, including spectrum and licensing issues, defense and public safety matters, and export control and international trade issues. He also manages the day-to-day operations of SIA, including member communications, staff leadership and organization of SIA sponsored events. Tom became the president of SIA in December of 2014.

 
Prior to joining SIA, Tom was with Shared Spectrum Company (SSC), a leading developer of spectrum intelligence technologies, where he served as CEO. For more than a decade, he served as the President of the Personal Communications Industry Association (PCIA). Previous to his position at SSC, he founded and ran several companies in the technology industry, including Columbia Spectrum Management, P-Com Network Services, CSM Wireless, and SquareLoop.
 
Tom holds a BS, summa cum laude, in Public Administration from the University of North Dakota. He is also a graduate of Georgetown University Law Center where he served as Editor of the Georgetown Law Journal.
 

Vincent DeLaurentis

Deputy Executive Assistant Director for Emergency Communications, Cybersecurity and Infrastructure Security Agency (CISA)
Vincent DeLaurentis

Vincent DeLaurentis is the Deputy Executive Assistant Director for Emergency Communications within the Cybersecurity and Infrastructure Security Agency (CISA). He assumed this duty in April 2018, and leads CISA’s efforts to understand, manage, and reduce risk to the cyber and physical infrastructure, to include national security, emergency preparedness, and public safety emergency communications. These efforts ensure emergency communications, comprising of land mobile radio, broadband, internet-protocol, 9-1-1 networks, priority communication services and more, are interoperable, secure, and resilient. Additionally, he is CISA’s Component Requirements Executive (CRE) and representative on the Department of Homeland Security’s (DHS) Joint Requirements Council, ensuring agency capabilities mitigate operational gaps and meet mission needs and requirements. He also served as Acting Executive Assistant Director for Emergency Communications from September 2019 to October 2020.

 
Prior to his current role, Vince served as the first Director of the DHS’ Joint Requirements Council from October 2014 to April 2018. In this position, he connected operational requirements to the capability and acquisition needs for Department’s broad portfolio of homeland security missions, including cybersecurity, infrastructure security, emergency management, law enforcement, immigration, marine safety, air travel security, and border protection. The Joint Requirements Council is charged to improve operational effectiveness and efficiency and inform the department in managing a $140 billion budget.
 
Vince has dedicated his career to public service, including 30 years in the U.S. Coast Guard. As a senior officer of the Coast Guard Commandant’s command cadre, he led strategy development, budget formulation, operational capabilities, resource management and human resources activities in support of Coast Guard’s nearly 60,000-member workforce and $14 billion operational budget.
 
A career cutterman, he spent 13 years at sea with four Commanding Officer assignments. As the Commanding Officer of the High Endurance Cutter HAMILTON (WHEC 715) in San Diego, California, he led the U.S. Coast Guard afloat task force command for Operations Unified Response, ensuring an effective international and multi-agency humanitarian response to the devastating 2010 earthquake in Haiti.
 
Vince graduated from the U.S. Coast Guard Academy with a Bachelor of Science Degree in Mathematics, and holds a Master’s Degree in Public Administration from George Mason University.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
