Military Space USA Disruptive Technology (Virtual Focus Day)

SAE Media Group are proud to be hosting the 2nd annual Military Space USA conference, which will be taking place on the 8th and 9th of June 2021 with a new dedicated Disruptive Technology Focus Day on the 7th of June.

For many years, the US has dominated the space domain and its overwhelming superiority across the other warfighting domains has ensured that this domination was rarely challenged. Nowadays, however, the space domain is becoming increasingly competitive: near-peer adversaries are flexing their muscles, irregular threats are rife in the cyber domain, and there are growing calls for modernization within the US space enterprise to arrest this shift in momentum. This conference will address these issues head-on. With briefings, discussions, technology demonstrations, and a whole day dedicated to disruptive technology, the US military space enterprise will gather to respond to the urgent challenge from General James Dickinson, Commander USSPACECOM, to his Warfighters, their enablers and their supporters: we must “ensure that there is NEVER A DAY WITHOUT SPACE”.

As space has become a contested domain and as near peer adversaries advance their own capabilities, the need to ‘go fast’ has become accepted dogma within the space community. Driving these efforts across all mission areas – including SATCOM, PNT, Earth Observation, SSA and Launch - has become a critical mission for the DoD.

Featuring 3 dedicated days of content, this conference remains the pre-eminent forum to learn how the US and allies are driving a disruptive approach to space.

Mr Alexander Reissner

Alexander Reissner is an aerospace engineer and Founder and CEO of ENPULSION. He has a MSc degree in Physics and a PhD degree in Aerospace Engineering. Alexander started his career in the space industry with RUAG Space, later joining the Austrian Institute of Technology and becoming the team leader for Electric Propulsion Systems. In 2013, he became the head of the Department of Aerospace Engineering at FOTEC. He founded ENPULSION to realize the potential of the Field Emission Electric Propulsion (FEEP) technology in the SmallSat market. ENPULSION currently mass-produces electric propulsion systems in Wiener Neustadt, Austria.
Alexander has also authored many scientific publications.

Endorsed by two U.S. Presidents, Mr. Kalinske is a Harvard & UCLA alumnus and former National Security Fellow. He was the White House Aide to President Bush and President Obama directly responsible for America’s nuclear codes and the associated emergency action teams. A recipient of the Defense Superior Service Medal for meritorious service in the position of significant national responsibility; he is a TOPGUN graduate whose government service also includes combat operations as a fighter pilot and Miramar-based fighter squadron Commanding Officer. Since transitioning from active service 7 years ago, he has served in various executive-level capacities in the Silicon Valley tech industry. Mr. Kalinske currently serves as the Chief Revenue Officer for Morpheus Space. Morpheus provides groundbreaking spacecraft electric propulsion systems and disrupts the New Space industry by introducing agile constellations - a fusion between cutting edge electric propulsion and artificial intelligence.

Lars Hoffman is Rocket Lab’s Senior Vice President of Global Launch Services. Lars has more than 30 years of experience in national security and aerospace across a range of roles, including government sales at SpaceX, where he was responsible for National Security Space strategy and business development. Lars also led a distinguished career in the United States Air Force as a test pilot. He holds advanced engineering degrees from the United States Air Force Academy, the Air Force Institute of Technology and the United States Air Force Test Pilot School. He has also earned national security degrees from MIT, Air University and the National Defense University and an MBA from UCLA.

Leslie Kovacs is President of Firefly Black, a subsidiary of Firefly Aerospace. Les was formerly senior director of executive branch affairs in Washington, DC for United Launch Alliance, where he led ULA’s interaction with government agencies, including the national security and intelligence space communities, White House and NASA. While working with the Air Force on behalf of ULA he was instrumental in shaping policies for the Evolved Expendable Launch Vehicle Program, which sends the nation’s most valuable national security and scientific payloads into orbit. Les is retired from the Air Force where he was an Air Force Space Operations Officer.

Marcos Franceschini, a spacecraft engineer turned entrepreneur, currently serves as CEO at Skyloom Global. 25 years ago, Space hooked him when he was exposed to the history of the Apollo program and decided to dedicate his professional career to this industry. He spent the last decade building telecomm and remote sensing spacecraft and 3 years ago, he realized that there was a lack of infrastructure to transfer large volumes of data from space to Earth, without which the future of the constellations would be compromised. Then he started his own company, Skyloom, with the main objective of implementing the first commercial spaceborne network relying on laser communications and geostationary relay satellites to drastically increase bandwidth for low-Earth orbit satellites.

Nate Ashton is Managing Director for Technology at Dcode, where he works with leading startups and venture firms to bring cutting edge technologies to government. Dcode has accelerated 80 startups with over $4.5 billion in venture capital backing, impacting hundreds of government programs. A recipient of the Fed100 award, Nate’s work has been featured in industry publications including Space News, FedScoop, and GovernmentCIO, and he is a regular speaker on government innovation and technology.

Dr. Natalya Bailey is the CEO and co-founder at Accion Systems, which provides in-space propulsion engines for satellites and spacecraft. An Oregon native, Dr. Bailey completed her doctorate in space propulsion at the Space Propulsion Laboratory at MIT where she helped invent the first working prototype of an ion engine technology for small satellites, which would become the first product at Accion. Prior to MIT, she invented a new chemical rocket technology that she turned into a space startup. Dr. Bailey also has an M.S. from Duke University and a B.S. in Aerospace Engineering from San Diego State University. She sits on the Board of Youth CITIES, when she mentors middle and high school students on entrepreneurship and community building. For her contributions to entrepreneurship and the space industry, Dr. Bailey has been awarded Forbes “30 Under 30”, MIT Tech Review’s “Innovator Under 35” and Women in Aerospace's Initiative, Inspiration and Impact Award

Mr Robert Monjay

Robert Monjay joined the firm after serving for five years as a State Department policy official responsible for the application, amendment and interpretation of the International Traffic in Arms Regulations (ITAR). In his role at the State Department, he was instrumental in resolving jurisdictional, licensing and policy issues. Robert led interagency reviews of export control reform proposals and public comments related to the revisions of the United States Munitions List (USML). He also led bilateral dialogues with ally and partner governments on issues related to export controls, national security and foreign policy

Prior to working at the State Department, Robert served at the Department of Commerce, Bureau of Information and Security (BIS), where he participated in the drafting of Export Control Reform (ECR) proposals and review of public comments. He was the lead BIS drafter of the ECR rewrite of USML Category XV. He drafted rules and requests for comments related to dual-use export controls and interpreted the Export Administration Act (EAA) and the Export Administration Regulations (EAR) for government entities and industry.

While obtaining his master’s degrees in law and public policy, Robert served in the White House as an intern with the Domestic Policy Council. He also served as a legal intern in the office of Science & Technology Policy in the Executive Office of the President. In these roles, his work included reviewing Committee on Foreign Investment in the United States (CFIUS) applications and treaties, and review of proposal federal regulations, laws and treaties, such as provisions of the Trans Pacific Partnership, proposed import restrictions and implementation of the Food Safety Modernization Act.

Robert’s early legal experience included conducting investigations into money laundering and financial fraud, counseling on business negotiations and financial transactions, and advising governments on post-conflict constitution drafting and fiscal devolution. He was also a judicial law clerk for the International Criminal Tribunal for Yugoslavia in Hague, Netherlands.

Juli Lawless has over a decade of experience in Aerospace Defense and is the Director of Business Development for National Defense for Made In Space (MIS). Backgrounds in Aerospace Engineering, Intelligence, and Business contribute to her unique expertise in the rapidly changing environment of National Security Space. She has worked on several high-profile programs with DARPA TTO, DIA, DoD, DHS, and most recently, DARPA’s Blackjack. Since joining the MIS team, Juli’s focus is on leveraging MIS expertise of Additive and In-Space Manufacturing in support of future of Defense and Intelligence missions.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
