SAE Media Group is delighted to announce the 2nd annual Counter UAS Homeland Security Europe Conference taking place on 9-10 September 2024, in London, UK.

With the prevalent threat of UAS activity over critical infrastructure (CI) and locations, their use in urban warfare scenarios and the need for adaption of C-UAS technology to remain relevant over time, it is important to bring together the C-UAS and Homeland Security communities to discuss how best to adapt to protect the European homeland from UAS threats and threat actors.

Drawing on knowledge gained from leading Homeland Security experts from key UK, European and International security organisations, governments, military, police and industry, this conference will showcase the very latest technology in the market to ensure that civilians, domestic infrastructure, borders and all aspects of homeland security are protected from the criminal use of drones.

Aaron joined Gatwick in 2008 as part of the Airport Secuirty Team. Following several roles Aaron became the Passenger Security Operations Lead in 2016 and was responsible for horizon planning for Gatwick security. Aaron led a team of 1050 security employees and was the Security subject matter expert during the Gatwick drone event.
In 2021 Aaron moved to the role of Stable Operations Lead where his team run the Gatwick Control Centre which houses the Drone detection equipment. The other element of his team is responsible for the overall operational stability of the airport and integrates airport plans to identify risk and opportunities for the future.

Alex Milns

Alex Milns has been Technical Programme Manager for the EUROCAE Counter-UAS Working Group 115, and other working groups, since moving to Europe just over 1 year ago. Alex’s background is as an Air Traffic Controller in Australia for 30 years, in roles including systems management with a focus on surveillance and Air Traffic Management systems, and ATC operational supervision in the Brisbane enroute and approach centre. Alex has also been active in ICAO Groups in the Asia Pacific region, as well as supporting the implementation of ADS-B services in Indonesia.

Anders Martinsen is a globally renowned drone expert and dronepilot with over a decade of experience in the drone industry. Throughout his illustrious career, he has distinguished himself as a visionary leader, spearheading UAS Norway's transformation into an internationally recognized organization. Through strategic international collaborations, he has established platforms dedicated to facilitating and advancing the use of drones in policing, emergency response, and the public sector.
Under Martinsen's guidance, UAS Norway has become a pivotal player in advocating for the safe and responsible integration of drones into society. Their enduring partnerships, including one with Interpol, have been instrumental in raising awareness about the myriad of beneficial applications that drones can offer to society. Furthermore, Martinsen and UAS Norway are committed to enhancing public understanding and acceptance of drone technology.
Safety is at the forefront of Martinsen's mission, as he tirelessly works towards the secure integration of drones into the airspace, alongside manned aviation. He places a particular emphasis on the implementation of Counter-Unmanned Aircraft Systems (CUAS) technology to ensure the coexistence of drones and traditional aviation safely.

Andy Harding

Strategic Manager for Less Lethal Weapons and Counter Drones, NPCC
Andy Harding

Andy Harding is a recently retired (2021) London Metropolitan Police Officer and has been appointed the UK National Police Chiefs Council (NPCC) Strategic Manager for Less Lethal Weapons and Counter Drones. He has 31 years policing experience in a variety of roles including, front line policing, instructing, developing strategy, Territorial Support Group (TSG), Intelligence and has gained subject matter expertise in less lethal weapons and countering the threat from drones. In 2007 he developed the training and implementation of Taser in London and in 2012 he was responsible for the role out of Taser to 2000 local officers in the Metropolitan Police including community engagement to all 32 Boroughs. This developed into him being appointed the UK strategic advisor to Chief Constables and the National lead for less lethal weapons. He has provided lectures at various events around the world.

In 2018 following the Airport incursion by drones at Gatwick, Andy was asked to mirror the success of the less lethal weapons portfolio and create and lead a team to counter the threat from drones which has resulted in a comprehensive review of capability, intelligence and evidential procedures resulting in the deployment of equipment and resources across the UK to assist front line officers and forces.

Andy is passionate about policing and ensuring officers have the correct equipment whilst delivering a service to their communities and how that can be achieved considering value for money. He believes that policing cannot always produce all the answers and a collaborative approach with industry and stakeholders is a utopia to focus on.

Andy has broad experience of working in challenging policing environments, including the Territorial Support Group, Intelligence services and front line policing. Whilst on the Territorial Support Group Andy was a highly experienced public order advisor to senior officers and worked on the command team for many high profile events in the late 90s through to his retirement in 2021.

In 2024 after four years development work and legal adjustments, Andy led a team of officers and staff who trained officers and provided community engagement to officers and the public in the British Overseas Territory of Anguilla. Andy has responsibility for providing the same package of measures to all other BOTs.

Assistant Chief Patrol Agent (ACPA) J. Michael Douglas has served in the United States Border Patrol for 17 years. During his career he has served in multiple U.S. Border Patrol areas of operation in support of border enforcement efforts. He was selected to join the U.S. Border Patrol Special Operations Group (SOG) where he was responsible for carrying out operations for SOG teams on a national and international level as well as managing personnel on deployments, operational strategies, and training. Additionally, ACPA Douglas led Customs and Border Protection’s (CBP) Force Modernization Branch, responsible for the acquisition and provision of innovative use-of-force solutions to fill identified capability gaps in both CBP and DHS law-enforcement operational environments through extensive requirements development, market research, testing and evaluation, legal/policy reviews, and large-scale procurements; positively impacting CBP’s mission readiness as well as increasing the safety of CBP’s 40,000 plus officers and agents. Currently, ACPA Douglas is leading CUAS and SUAS training efforts for CBP’s law enforcement personnel.

Ms Tapsall is the CEO of DroneALERT and has been working with Geo-Location intelligence for 20 years and within the drone industry for almost 10 years supporting evidence & intelligence collection for law enforcement & first responders, particularly for drone incidents, CI and public space protection. She is active in Red Teaming operations and provides CUAS services and training specialised in threat & incident reporting, risk and threat analysis, ISR, OSINT data gathering, and full CUAS process chain operations.

Simon has been a police officer for 40 years and a chief officer for 18 years. 

He successfully completed the Strategic Command Course in 2006 and was appointed as Assistant Chief Constable (Specialist Operations) with West Mercia Police in 2007. In 2011 he was promoted to Deputy Chief Constable.

In January 2014 he was appointed as Deputy Chief Constable with the Civil Nuclear Constabulary, a national armed police force with over 1600 police officers and police staff. The Civil Nuclear Constabulary is responsible for the armed security of nuclear material on civil nuclear sites across the UK and in transit around the world.

Simon has been the national lead on Armed Policing, on behalf of National Police Chiefs’ Council, for 16 years. For five years he was also the national lead on Less Lethal Weapons.

On 1st April 2019 Simon was appointed Chief Constable of the Civil Nuclear Constabulary.

He was awarded the Queens Police Medal in the Queen's New Year’s Honours list in 2012 and ten years’ later on 1st June 2022 Simon was awarded the OBE for services to policing in the late Her Majesty the Queen’s Birthday Honours list.

He joined the National Police in 2004. Since then he has served in in operational units of investigation and public security and public safety. He is currently responsable of the Air Protection and Security Area of the Police Air Unit, where he participates in the management and coordination of the actions of the National Police in the field of security and air protection, as well as in the representation of the National Police in the management agencies in this sector, acting as a liaison with the aeronautical authorities and aeronautical agents, and manages the competence as aeronautical police, coordinating aeronautical police, coordinating the actions of the territorial air protection and security teams. It also forms part of working groups in the field of drones and anti-drones at national and international level. He is a college graduated in Management and Public Administration by the Carlos III University of Madrid. Also, college graduated in Criminology by the National University of Distance Education. Also too, college graduated in Police Sciences by the University of Salamanca; finally college graduated in Law by the University of Isabel I University. He is a member of the Advisory Board of the Aerospace Legal Observatory promoted by the Spanish Association of Aeronautic and Space Law (AEDAE) and the Complutense Research Group (GIESA-BIOLAW). He has received various decorations such as the Police Merit Cross (twice); the Cross of Merit of the Civil Guard; the Medal of Merit of the Municipal Police of Madrid; the Bronze Medal of the Spanish Red Cross; the Silver Medal of Merit of Civil Protection; the Gold Medal of the City Council of Jerez de la Frontera; the Medal of Honour of the Investigative Police of Chile and has also been awarded the Excellence Award of the Carlos III University of Madrid. He is an UAS pilot, holds a radio operator qualification and is a UAS pilot instructor and AVSEC (Aviation Security) instructor-trainer, certified by the Spanish State Aviation Safety Agency. In this field, in addition, he is currently working as a liaison officer for the General Directorate of Police with the State Aviation Safety Agency (AESA).

Chief Inspector Simon Bachelor

Simon is a Chief Inspector in the Metropolitan Police Service working for the National Police Chiefs Council Counter Drones Lead, BTP Chief Constable Lucy D’Orsi. He has nearly 30 years policing experience across a variety of roles. NPCC Counter Drones provides the governance and coordination for UK policing counter drones across all policing disciplines. His role is the Policy and Legislation Lead, and currently works as an embed at the Home Office Counter Drones Unit that brings together counter drones work across government departments. He was a police policy advisor on the Air Traffic and Unmanned Aircraft Bill, which received Royal Assent in 2021. More recently he has been involved in the procurement of countermeasures for policing and manages the national team that delivers training, policy and national capability as part of the governance and coordination role.

Christopher Church

Christopher Church is a Senior Digital Forensic Specialist within the Digital Forensic Laboratory at the new INTERPOL Global Cyber Complex for Innovation based in Singapore. Christopher’s role involves supporting law enforcement in 190 member countries in the challenges they face undertaking digital forensics and tackling cybercrime. Chris has been involved in digital forensics for 13 years. He started his digital forensics career at Metropolitan Police in London where he joined the Phone Forensic department. In the 10 years he was based in London he became head of the Smart Device Unit where he formulated the requirements for Smart Device forensics and associated challenges as well as being involved in many high profile case investigations and giving expert testimony in court. He has trained and mentored numerous computer forensic and mobile phone examiners in digital forensics examination best practice as well as looking at the complex challenges that arise through such examinations. He now works in the INTERPOL Digital Forensics Lab which is instrumental in assisting 190 member countries in support, training and capacity building of digital forensics. The role involves operational on scene support, maintaining the Digital Forensic Lab capability and delivering training and mentoring. He is a Contributing Author to INTERPOL Drone Framework for 1st Responders and Digital Forensic Examiners Evolution of Digital Forensics Lab. Current active projects include: Drones - Working with Law Enforcement, Industry and Academia to assist Law Enforcement to understand the drone landscape, from the use by criminals, law enforcement usage and possible forensic evidence that is held on them.

Senior Chief Superintendent DirkHeinrich Bothe M. A. is a former police helicopter pilot, who works currently as deputy head of Section 21 - Command and Operation, Special Forces - at German Federal Police Headquarters in Potsdam. His operational experience extends from commanding ground police forces to leading and flying numerous different domestic and international missions compromising the full scope of the service from various police missions day and night, visual and on instruments, helicopter emergency medical service, mountain rescue, cargo transport, disaster relief and fire-fighting. After 25 years of service as a commanding officer and helicopter pilot with the air support group, he is now providing expertise on operational aspects of GSG 9, air support, maritime assignments and close protection. In his capacity as consultant, he formulates the operational requirements for the application of UAS and cUAS in the scope of tasks of the German Federal Police and coordinates UASrelated questions within Headquarters.

G.B. Jones is the Chief Safety and Security Officer for the FIFA World Cup 2026™. He was previously with the NFL, where he directed international security planning for the games in London, Germany, and Mexico. Mr. Jones retired from the FBI after nearly 23 years, where his assignments included directing counterterrorism programs in special events, aviation, and maritime security. He supervised an FBI Joint Terrorism Task Force during the 9/11/2001 terrorist attacks. Mr. Jones was a rated FBI pilot and aerial camera operator, and he holds FAA Private Pilot and Part 107 Commercial Remote Pilot (drone) certifications.

Geert De Cubber

Geert De Cubber is the team leader of the Robotics & Autonomous Systems unit of the Belgian Royal Military Academy. He is also a senior researcher at this institute with a research focus on developing robotic solutions for solving security challenges like crisis management, the fight against crime and terrorism and border security. He is the coordinator of multiple European and national research projects, like ICARUS (on the development of search and rescue robots), SafeShore (on the development of a threat detection system) and COURAGEOUS (on the development on a standard test methodology for C-UAS tools).

Group Captain Gary Darby joined the Royal Air Force in 1989 and has served globally, including on operations in Northern Ireland, Afghanistan and Iraq. Whilst a military policeman by background, Gary has held a number of senior appointments within both security and cyber targeting and was recently embedded with US CYBERCOM, Maryland for 2 years. Before taking up his current post as Head of the UK MoD’s Joint C-UAS Office in February 2022, Gary was the MoD’s Assistant Head for Strategic Campaigning Counter Russia.

Currently, the Drones and Counter-Drones Department of the Security Technology Center of the Spanish Ministry of the Interior is deploying the SIGLO-CD network (Global Counter-Drone System). It is a system based on client-server architecture, capable of detecting, identifying, monitoring and, if necessary, neutralizing commercial drones. The data is received in a Central Server with a Command and Control software (C2). The system is nowadays deployed in the city of Madrid, Valencia and different locations in southern Spain and will be extended to more than 50 cities in the next three years.

Lee is the CEO and Founder of XTE Ltd. XTE specialises in the independent test, assessment and characterisation of CUAS technology, including through the development of unique analysis and visualisation tools. XTE also supports research and development, and provides consultancy services to public and private organisations in the CUAS sector.
Following a 20+ year career in the RAF as an Air Defence expert (including as a Mission Commander for the UK AEW Force), Lee now has 13+ years working in the Defence and Aviation commercial sector. This period has seen him holding Operations and Board Level roles in several small specialist companies. Lee’s main areas of focus have been training and simulation and, for the last 8 years, UAS and Counter UAS systems design, delivery and evaluation.
Before founding XTE, Lee worked on the delivery and operation of a variety of CUAS projects worldwide, primarily at airports but also smaller sites, both commercial and defence orientated.

Mr. Thaens joined the NATO CI Agency after twenty years in the Royal Netherlands Air Force. In NATO he leads a divers team of highly skilled scientists and engineers dealing with Electronic Warfare and Surveillance. The scope of the team’s activities ranges from research to design/analysis, procurement and testing of NATO’s future capabilities in the sensor, navigation and counter-terrorist domain. NATO’s Counter UAS capability is one of the main topics within this portfolio.

Sean Bittick is a C-UAS and Capability Development officer for the Innovation, Hybrid, & Cyber (IHC) Division at NATO Headquarters in Brussels. He contributes to the evolution of the Defence Against Terrorism Programme of Work (DAT POW) and its role within the IHC Division and serves as Secretary for the C-UAS Working Group (to include updating the Terms of Reference, Doctrine development, and the Programme of Work), and liaises with internal and external C-UAS stakeholders. His formational experiences derived from service in the United States Armed Forces at the Tactical, Operational, and Strategic levels within the Air Force’s Security Forces career field as well as service out of uniform with the Joint Counter Small Unmanned Aircraft Systems Office (JCO). Sean holds a Master of Arts Degree in European and Eurasian Studies from the George Washington University.

Shaun Hipgrave

Shaun Hipgrave

Shaun Hipgrave is Director Protect and Prepare, two of the Ps from the UK Counter Terrorism Strategy CONTEST. He was the former Head of the Joint Security and Resilience Centre (JSARC) in the OSCT of the Home Office which he set up from scratch from 2016 and is the policy area for working with academia and the private sector as well as the unit that runs the HO Security and Policing show every year. Shaun has been working in the security sector for over 25 years. After serving in the British Army he joined Northumbria Police where he served for 13 years, mainly in investigation and intelligence roles. In 2003 he moved to the private sector joining FTS, a services and software forensic telecoms company focused in the criminal justice space. After a spell as head of international development he took over as FTS managing director. In 2012 he moved to IBM where he worked in the analytics solutions business. As well as his private sector career, Shaun has been heavily involved in supporting the security sector through trade bodies. Prior to joining the Civil Service, Shaun spent six years as the VP of the security sector board for ADS as well as a member of the RISC executive, an organisation that is now the main conduit between JSARC and the private sector/academia. Shaun is married with two girls:: Maisie 11 and Georgia 9. He is a sports enthusiast especially rugby and cricket but is being slowly converted to an avid junior netball and hockey Dad.

SBPA-I Mathew Cooze has been with the United States Border Patrol for the last ten plus years, with five of those being assigned to the Intelligence Unit as an Agent and subsequently a supervisor. For the past two years, SBPA-I Cooze has led the cUAS Team operating in South Texas. In addition to this, for almost the past year he has worked as the National cUAS Coordinator for the Border Patrol. SBPA-I Cooze is also part of a Customs and Border Protection Task Force that covers SEAR Events for the department. In this capacity, he has operated at the 2022 MLB World Series, 2022 Army/Navy Football Game, 2023 Boston Marathon, 2023 MLB All Star Game, 2023 MLB World Series and F1 Las Vegas.

Tim Dodge

Tim Dodge serves as the Division Manager (A) for the Federal Aviation Administration’s (FAA) Office of Unmanned Aircraft Systems (UAS) and Emerging Entrants Security, which is the FAA’s lead organization responsible for drone and Advanced Air Mobility (AAM) security in U.S. airspace. Within this role, Mr. Dodge supports the Executive Director in leading FAA’s efforts to safely integrate detection and mitigation systems for drones and AAM operations in the National Airspace System (NAS) and supports UAS security-related rulemaking, research and development, policy formulation, education and outreach, and data management.
Prior to joining the Office of UAS & Emerging Entrants Security, Mr. Dodge served as the Deputy Director for the 371st Special Operations Combat Training Squadron assigned to Air Force Special Operations Command, Hurlburt Field Florida. He was responsible for administrative oversight and operational execution of Special Operations training activities, to include Specialized Combat Field Skills, Intelligence Formal Training Unit and Unmanned Aerial Systems schoolhouse supporting United States Special Operations Command taskings abroad.
Mr. Dodge began his public service as an airman in the U.S. Air Force. Tim’s active-duty career was centered around providing safety and security within the aviation enterprise. His aviation experience portfolio extends to 49 countries. After retiring from active-duty service, he transitioned to Federal Civil Service where he continued to serve Air Force Special Operations Command within the positions of Chief of Training and Civilian Deputy Director. Mr. Dodge transitioned after 28 years from his service with the Department of Defense to the FAA’s office of UAS Security in October of 2022.
Tim graduated from Southern Illinois University with a Bachelor of Science in Workforce Education and Development. Additionally, he received senior leadership development at the United States Air Force Air War College, and academic certificate in design from Stanford University. Tim holds an FAA Airframe and Powerplant Certificate, with experience on multiple airframes. He graduated the Defense Language Institute where he became fluent within the Thai language and culture.

Torsten Kretschmann

Torsten Kretschmann was born 1969, he lives in Darmstadt, Germany

He joined DFS Deutsche Flugsicherung GmbH in 2001, starting as project manager for a flight information message node, forwarding electronic flight plans internationally and nationwide. Since then, he acted as project manager for several system and organisational projects. He represented DFS in a subsidiary performing consultation to the aviation industry and in 2014/15 was he was delegated as representative of the DFS to the international FABEC group

In 2016, he entered the drone universe by acting as head of organisation of the 1st DFS Technology Conference “The Drone Challenge”. He worked as project manager for the set-up of a UTM subsidiary and supported several drone use cases. He planned and accompanied the extensive tests of drone detection systems at Frankfurt and Munich airports

Torsten is currently working as project manager for the DFS SCISP project and is the designated project manager for the procurement of drone detection systems and chairman of the DIN working committee for drone detection

Before his time in the DFS he worked as project manager in the IT industry, providing real-time resource planning and controlling systems for the aviation industry. He started his career as an Air Force Officer in Aircraft Maintenance as well as an Arms Control Officer, under the aegis of NATO and OSCE

He has a M.A. in Aeronautical and Space Engineering and Economics of the Munich University of the Federal Armed Forces and is a certified project manager (IPMA)

Willem Koedam

Willem Koedam, formerly officer at Dutch Air Force working within the CIS, Cyber Defence, Information Security and C-UAS domain, works now at the Netherlands Aerospace Centre and is still engaged in the Military C-UAS Joint Nucleus. With over five years management experience for NATO C-UAS technical integration exercises, he brings deep insights into countering unmanned systems. His involvement in establishing a national expertise center for drone defence highlights his leading role in securing National critical infrastructures. Koedam's work promotes innovation and international cooperation, making him a key player in developing new defence technologies and strategies. His commitment to NATO, the Netherlands Aerospace Centre and the Joint Nucleus C-UAS emphasizes his engagement finding effective measures against drone threats.

    The National Police Chiefs Council (NPCC) Counter Drone Unit Ensures the safe and responsible use of the UK airspace by drones, working in partnership with the Home Office Counter Drone Unit.

    The NPCC is responsible for the design and delivery of the national training and guidance in conjunction with service providers and the newly formed team at the college of policing.     WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
