Alberto is an MSc Aerospace Engineer with +20 years of international experience in the space market within GMV and +15 years of managerial and business development experience. He has on significant technical expertise in Space Flight Dynamics, Navigation, (Precise) Orbit Determination, Space Surveillance & Tracking, and Space Traffic Management.

 
Currently, he is the Director of Space Surveillance and Traffic Management (SST & STM) at GMV. He is the head of the department´s operations, including management (+100 engineers in 8 countries: Spain, Germany, France, UK, Poland, Romania, Portugal and USA), accounting (+10 M€ yearly revenue, with average 2-digit annual growth in the last decade), business development (dozens of customers and partners) and contracts.
 
His mission is to manage the Space Surveillance and Traffic Management (SST & STM) business and its engineering team and ensure their respective growth to strengthen GMV’s leading position and look for new customers, opportunities, and niches for GMV’s advanced technology, systems, products, and services in these fields.

Alex is also an Executive Director for the SDA (Space Data Association), a not-for-profit association formed by satellite operators to provide reliable and efficient data-sharing critical to the safety of the space environment. SDA is committed to the mission of flight safety and preservation of the space environment.

Alex has been involved in the space industry for over 35 years working on all aspects of geostationary satellite operations. Director of the Flight Dynamics group, he is responsible for orbital positioning and station keeping strategy of the Viasat fleet. Alex is also part of the ISO TC20/SC14 which builds space standards for best practices and he represents the UK in the ECCS (European Co-operation for Space Standardisation) in both Space Debris and Space Traffic Management working groups.

Alex Godfrey

 Alex joined Astroscale in 2021 and, in his role as Business Development Manager, helps to drive the growth of new business across Astroscale's UK offerings, including end-of-life services, active debris removal and defence missions. Alex first developed his technical knowledge with a master’s degree in Spacecraft Systems Engineering from the University of Southampton. This capability was then nurtured at Lockheed Martin, working as a Senior Systems Engineer across multiple developments such as: descent and landing systems for ESA's Space Rider Vehicle, systems analysis for Mars Sample Return, dynamics modelling and heatshield development. Following this, Alex worked as a Business Operations Manager, directly supporting the Lockheed Martin UK CEO in the running of the UK enterprise and pursuit of new business, before moving across to Astroscale. Alex is a chartered engineer through the Royal Aeronautical Society and is a committee member of their Space Specialist Group.

Andrew Ratcliffe is Chief Engineer at the UK Space Agency (UKSA) leading the Office of the Chief Engineer (OCE) which serves as principal advisor to the Deputy CEO on matters pertaining to the technical readiness and execution of UKSA programmes. Andrew also represents HMG as head of delegation at a number of international forums including the United Nations Committee on the Peaceful Uses of Outer Space Science and Technical Subcommittee (UNCOPUOS STSC) and Inter-Agency Space Debris Coordination Committee (IADC). Prior to joining the UKSA, Andrew worked for Airbus Defence and Space where his role included leading a number of mission studies and technology development activities for ESA across Science and Exploration including the development of a Harpoon for capturing space debris.

Barry Tilton

Barry Tilton

Mr. Tilton joined Maxar in 2020 after its acquisition of Vricon and serves as the Technology Evangelist and Senior Director of Engineering for Maxar Intelligence. In this role he shepherds Maxar’s diverse portfolio of technologies that have come to Maxar from its several legacy companies and helps evolve concepts for integrated solutions and services from that portfolio.


Prior to this role, Mr. Tilton served as CTO and VP of Engineering for Vricon, where he orchestrated the integration of 3D technology into key US markets and worked on the evolution of that technology suite to meet new customer needs. He is a 20 Year Air Force veteran who worked as a Chief Engineer, Scientist, and Program Director while on active duty. Space Division, NRO, Space Command and NGA. Subsequent to his retirement from the AF in 2005, and prior to joining Vricon, Barry has worked in industry supporting both air and space programs in remote sensing, space surveillance and resilience and GEOINT for both commercial applications, the NRO and NGA.

Mr. Tilton is a licensed Professional Engineer, and a certified Project Management Professional with over 37 years’ experience in remote sensing, optical engineering and space systems. He has served as a member of the Board of Directors of the IEEE, is currently on the Board of Governors of their Aerospace and Elecronic Society and is a Fellow of the American Geographical Society. He holds a Bachelor of Science in Electrical Engineering from the University of Southern California and an MSEE from Northrop University.

 Captain (N), José Matias de Freitas is a Navy Officer Commander graduated by the Naval Academy as a Weapons and Electronics Engineer. He served on board of various Portuguese navy war ships as a Weapon Engineer Officer (WEO) responsible for the performance and availability of the on-board weapons, sensors, Command Support Information Systems, combat, and communications systems. As Senior Engineer Officer supported the Executive Officer in resources management and information systems administration Ship Domain Administrator for IT. He was head of Weapon Systems Office for the Weapon and Electronic Systems Department at the Portuguese Navy - Technical Navy School and head of Communications and Cypher Department at Naval Communications Centre, being responsible for the transformation process in the naval communications infrastructures and implementation of main data center. After being deputy Director at Portuguese Navy IT and Communications Directorate, he was appointed as head of Planning and Programing Division, at the Portuguese MoD Directorate-General of National Defence Resources, since 2015 where he has been responsible for the coordination, monitoring and execution of Military Programming Law in the Armed Forces among other responsibilities, which includes the coordination of the implementing process of the Portuguese SST capability. Member of the EU-SST Steering Committee and PMO. He is the MoD representative at international forum, within UE, EDA, and NATO for the Space Domain (SATCOM, SST/SSA)

 Chris Gates is a Technical Director at LeoLabs Federal. He has 17 years of experience designing, developing, operating and maintaining national security ground and space systems. He is deeply familiar with space protection concepts, national and commercial capabilities, concepts of operations, threats and constraints that will have implications for commercial services during conflict. Chris has a Bachelor of Science in Aerospace Engineering and a Master of Engineering in Project Management, both from the University of Maryland.

Clinton Clark

Clinton Clark is a space entrepreneur, and the Vice President of First Impressions at ExoAnalytic Solutions. Mr. Clark is responsible for the sales and growth of our company. His passion is the protection and maintenance of near-Earth space as a natural resource for mankind to utilize for critical services including Earth imaging, access to internet, and position, navigation, and timing. His responsibilities at ExoAnalytic also include product and service development, operations research and analysis support to multiple customers, and the evaluation of operational utility advanced technology solutions.

Mr. Clark is an operations researcher that is customer focused with deep expertise in the application of structured decision-making techniques, multi-variate statistics, and modeling and simulation to a variety of problem areas. He began his career as an officer in the United States Air Force (USAF) where he helped design, evaluate, and field a variety of space systems. He worked in numerous Combined Air Operations Center (CAOC) Strategy Divisions helping to develop, refine, and evaluate air war strategies and plans. After his career in the USAF, Mr. Clark left the aerospace industry to help build a new business within Waste Management, the world’s largest environmental services firm. Operating as an intrapreneur, he helped the newly formed Commercial Property organization grow by $200M in 18-months.
 
Mr. Clark earned a Bachelor of Science degree in Mathematics from Lamar University, a Master of Science degree in Operations Research from the Air Force Institute of Technology, and a Master of Business Administration degree from Rice University.
 

Colonel Dario Tarantino

Colonel Dario Tarantino

 Colonel Dario TARANTINO, Air Defense Controller, was born in Copertino on January 16th 1968. He began his career by entering the Air Force Academy on September 9th 1986 with the FALCO IV Course. He completed his academic studies in March 1990 in Pozzuoli and carried out part of the pilot training course between the flight schools of Latina and Sheppard Air Force Base in Texas.  He moved to the Air and Missile Defence in 1991 and spent many years of his career at the 32nd Radar Group in Otranto (Lecce), where, from 1991 to 1998, as Lieutenant and Captain, he held various positions, both in the operational and in the command Branch. 

With the promotion to Major, from 1999 to 2002, he was employed abroad at the NAEW E-3A Component of Geilenkirchen in Germany where he carried out the duties of Weapons Controller and Instructor on E-3A aircraft, at the 1st Squadron and the Training Wing, participating in relevant NATO exercises, including naval ones, in the Air C2 battle management and surveillance field.
 
On December 2nd 2002 he was assigned to RACSA (AMD Training Unit) in his former headquarters in Borgo Piave (Latina), where, once promoted to Lieutenant Colonel, he held the positions of Head of the Command and Presidium Office, until being appointed acting Commander (f.f.) of the Training and Development Department (October 2003 to October 2004). 
 
He was moved to DIPMA (Personnel Division) in Rome, where he was appointed Head of the 2nd Section (Employment of Colonels) of the 1st Office, until September 2007 and, in the same month, was selected for the 10th Joint Defence College course. After completing the ten months course, he was assigned to the ITAF Air Staff to take over the position of Head of the 1st Section "Studies and Policy of Air Force Organization", participating in significant reorganization projects including the restructuring of the Air Component Command and the management of human resources of the new Joint Strike Fighter Wing. 
After three-years in Air Staff, he was reassigned internationally to the post of Assistant Officer for Air and Missile Defense Programs and Projects at the Diplomatic Representation to the NATO Atlantic Council. On July 1st 2014 he was promoted Colonel and returned to Rome, assuming the post of Office Chief of the Commander of the Air Force Logistic Support and, after one year, at the same Unit the additional post of Office Chief of Logistic Technical Coordination Office. In September 2016 he was nominated Commander of RACSA (Airspace Control Centre – in Pratica di Mare). In this role, he has started up a process of greater internationalization of the Centre training offer, in line with the provisions of Air Staff Authorities, and has followed the implementation of the NEC Force Project, collaborating with the LEONARDO company, to set up a "Modeling & Simulation Pole". 
On July 11th 2019 he assumed the post of Commander of the Re.D.A.M.I. (Integrated Air Missile Defense Department) of the C.O.A.- ITAF Airspace Operations Command - in Poggio Renatico (Ferrara). On February 22nd 2021 till today he was appointed as Commander of the first Italian Space Situational Awareness Center in Poggio Renatico.

He carried out flight activities as pilot with about 120 hours divided between the SF-260 and T-37 aircraft and about 1600 hours of flight as the Fixed Flight Crew on E-3A aircraft. Col. TARANTINO holds a degree in Aeronautical Sciences from Federico II° University of Naples and in Political Science from University of Trieste. He also holds a Master's Degree in Military Strategic International Studies and speaks fluent English. He was awarded of the 50th Years Distinguished Service Medal, 40th Years Gold Service Cross, Gold Long Command Medal, the Commemorative Cross for the Military Peace Mission in Kosovo and ex-Yugoslavia, Commemorative Cross for the Multinational Mission in IRAQ-Kuwait (OIR), NATO ex-Yugoslavia Medal, NATO Kosovo Medal, US Defence Meritorious Service Medal, Joint Meritorious Unit Award, Flight Crew bronze EW War Badge. 
 

Colonel Heather Bogstie

Senior Materiel Leader, Resilient Missile Warning, Tracking, Defense Acquisition Delta, Space Systems Command, USSF
Colonel Heather Bogstie

Colonel Heather B. Bogstie is the Senior Materiel Leader for the Resilient Missile Warning, Tracking, and Defense Acquisition Delta at Space Systems Command, Los Angeles Air Force Base, California. Her responsibilities include managing the new $2B MEO Missile Track constellation and the integration of the system into the overall Missile Warning architecture, rapidly responding to evolving and emerging threats.

 
Col Bogstie was commissioned in 1998 through the ROTC program at Auburn University. Her first assignment was a Minuteman III missile operator/ instructor/ flight chief at Minot Air Force Base, North Dakota. She then moved to the Air Force Technical Applications Center at Patrick Air Force Base, Florida as a Systems Engineer for the Nuclear Treaty Monitoring Directorate, upgrading and installing 15 seismic stations spanning all seven continents. Afterwards, she became the Chief of Payload Products, Space Based Infrared System (SBIRS) Wing at Los Angeles Air Force Base, California delivering the critical SBIRS GEO-2 missile detection and warning payload for spacecraft integration. After attending Air Command and Staff College, she was a Political Military Planner in the Western Hemisphere Directorate of J5, The Joint Staff, Pentagon, and coordinating Defense Support of Civil Authorities and Pandemic Influenza/Infectious Disease policies with interagency partners. She followed that assignment as Chief, Space Vehicle Engineering Branch at the National Reconnaissance Office where she led a 1,500-member joint team for $4.3B+ SIGINT space vehicle development. She then became Materiel Leader for Space Operations with Space and Missile Systems Center’s (SMC) Advanced Systems and Development Directorate at Kirtland Air Force Base, New Mexico and led the $152M RDT&E Support Complex, operating $672M in DoD and NASA missions. While there, she was dual-hatted as Program Manager for the $94M ORS-5 space situational awareness pathfinder program. Following that tour, she became Chief of the SMC Commander’s Action Group, where she then lead the SMC 2.0 effort–the largest re-organization in the Center’s 60 years. Afterwards, she was Senior Materiel Leader of the Rapid Development Division, where she managed an $800M portfolio critical to developing innovative on-orbit technologies that enabled numerous missions across the space enterprise
 

Colonel Mark Bigley

Commander, Space Delta 9 (Orbital Warfare), US Space Force
Colonel Mark Bigley

Colonel Mark C. Bigley is the Commander of Space Delta 9, headquartered at Schriever SFB, Colorado. As the Commander, he oversees assigned and attached forces conducting protect and defend operations for the U.S. Space Force. Delta 9’s missions include preparing, presenting, and projecting these forces to provide national decision authorities with response options to deter, and when necessary, defeat orbital threats. Additionally, Delta 9 supports Space Domain Awareness by conducting battlespace characterization operations and on-orbit experimentation and technology demonstrations.

 
Colonel Bigley earned his commission in 2002 through the Air Force Reserve Officer Training Corps program at Virginia Tech in Blacksburg, Virginia.
 
Previously he has held various assignments in the Space and Missile Operations career field. He began in Minuteman III ICBM Operations at Minot AFB, Minot, North Dakota, culminating as Minuteman Senior Evaluator for the 91st Operations Group and Wing Executive Officer for the 91st Missile Wing. Colonel Bigley completed the United States Air Force Weapons School in 2008 as a Distinguished Graduate and proceeded to Eleventh Air Force at Joint Base Elmendorf-Richardson, Anchorage, Alaska where he would support combined operations for USPACOM, USNORTHCOM, Alaskan Command, and NORAD. After serving two years as the Integration Flight Commander for the 611th Air and Space Operations Center, Colonel Bigley completed a one-year remote assignment to Southwest Asia. During this period, he served in the 609th Air and Space Operations Center as the Chief of the Combat Operations Division Space Cell where he led 19 operators across multiple mission areas including Missile Warning and Space Control. Colonel Bigley is a Joint Qualified Officer with assignments at the Joint Staff in the Deputy Directorate for Command, Control, Communications, and Computers/Cyber.
 
Additionally, he served as the Commander of the 1st Space Operations Squadron and attended the Naval War College. Prior to assuming command of Space Delta 9, Colonel Bigley served as the Director of Component Plans and Readiness at Headquarters, Space Operations Command.
 

Colonel Raj Agrawal

Commander, Space Delta 2 (Space Domain Awareness and Space Battle Management), US Space Force
Colonel Raj Agrawal

Col. Raj Agrawal is currently assigned as the Commander, Space Delta 2-Space Domain Awareness, Space Operations Command, Peterson Space Force Base, Colorado. Delta 2 is responsible for building combat-ready forces who operationalize Space Domain Awareness to identify, characterize, and exploit opportunities and mitigate vulnerabilities in the national security space terrain. Space Delta 2 is headquartered at Peterson Space Force Base, Colorado, with mission personnel and functions spread across Vandenberg Space Force Base, California; Eglin Air Force Base, Florida; Kirtland Air Force Base, New Mexico; Maui, Hawaii, Huntsville, Alabama; and Dahlgren, Virginia, in addition to multiple supporting locations around the world including Australia, Diego Garcia, and the Marshall Islands.

 
Col. Agrawal commissioned from the U.S. Air Force Officer Training School in 2001 after serving as a Texas schoolteacher for eight years. His career includes assignments as a space operations leader in mission areas including space battle management, offensive space control, offensive cyber operations, strategic and theater missile defense, covert unmanned aerial systems and special technical operations.
 
Prior to his current assignment, Col. Agrawal served as the Chief of Future Operations, Headquarters Space Forces Component, U.S. Space Command. He has also served as the commander for the 20th Space Control Squadron, the chief of Space Control Division for the Assistant Secretary of the Air Force for Space Acquisition and Integration, and the Chief of International Affairs Space Division in the Office of the Chief of Space Operations.

David Sandy

Managing Director, The Aerospace Corp, UK, Ltd
David Sandy

David Sandy is the managing director of The Aerospace Corporation UK Ltd, where he is responsible for growing the company and facilitating United Kingdom–United States integration. Among the key customers of Aerospace UK are the UK Ministry of Defence (UK MoD), the Department for Business, Energy and Industrial Strategy (BEIS), and the UK Space Agency (UKSA).

 
Prior to joining Aerospace UK in 2023, Sandy had a 34-year career in the Royal Navy, rising to the position of commander after undertaking several critical operational, planning, and strategic roles with increasing levels of responsibility. Throughout his career, Sandy’s specific focus has been on enhancing the end-to-end delivery of military capabilities in permissive and nonpermissive environments at the unit, formation, and task group level to deliver UK defence tasks. As the joint operations officer in the Middle East and chief of staff to the North Atlantic Treaty Organization’s (NATO) maritime Supreme Allied Commander Europe (SACEUR), Sandy worked with a wide variety of international partners, eventually becoming deputy commander and chief of the international staff as the UK’s national representative in NATO’s Standing Maritime Task Group.
 
Previously, as military assistant to the director of strategy at the UK MoD, Sandy contributed to the development of the UK’s Management of Defence Programme (MDP), regularly reporting to the chief of defence, staff, and the Permanent Under-Secretary of State for Defence. Returning to MoD in 2020, he was appointed as the first chief of staff to Director Space in the newly formed MoD Space Directorate. Responsible for military strategy and space cohesion, he supported the development and delivery of the MoD’s first-ever defence space strategy and—as part of the core planning team—delivery of the first “space proposition” to the government in 2021, where MoD Space Directorate was awarded £1.5 billion over 10 years in addition to £5 billion for satellite communications. Sandy’s last MoD roles included supporting the security aspects of the European Union transition, leading a COVID-19 defence crisis management team, and serving as the maritime lead for UK Special Operations, where he provided domain integration and policy support to overseas operational delivery in support of the allied response to the war in Ukraine.

David Sulley

NSpOC Civil Capability Manager, UKSA NSpOC
David Sulley

David works for the UK Space Agency . He is responsible for delivering the capability required for the UK to provide services such as re-entry warnings and conjunction alerts for UK industry and Government. He works closely with his military counterparts to deliver the Space Domain Awareness (SDA) portion of the UK National Space Strategy. David has been working for the UK Space Agency since 2022 starting as a secondee from the Ministry of Defence in the Office of the Chief Engineer before moving full time to the SST team. Previously, David was a Systems Engineer for the Ministry of Defence working on a number of projects and across domains but specialising in space. David has also worked as a Propulsion Engineer for GE Aviation providing Maintenance Repair and Overhaul services for commercial Jet Engines.

 
David was previously an Executive Trustee of the Charity UK Students for the Exploration and Development of Space (UKSEDS) and has supported many STEM outreach events and competitions throughout his career.
 
David has a BEng in Aerospace Systems Engineering and an MSc in Space Exploaration Systems.
 

Dr Bleddyn Bowen

Dr Bleddyn Bowen

 Dr Bleddyn Bowen is an expert in space policy and international relations in outer space. He has published research on strategic thinking and outer space, UK and EU space policy, UK and US military space doctrines, and the politics of orbital debris. Based on the classic works of military theory, his research challenges prevailing thought in military and civilian space communities and offers practical policy relevant insights for the space sector at the intersection of politics, military power, security, and technology.

Building on his expertise in the politics of outer space and the impact of space technologies on warfare, national security, and international relations, Dr Bowen has published several journal articles and a monograph on the military, security, and political dimensions of outer space. He can offer expert insights on military and intelligence space activities, governance issues in outer space, space arms control, and the international political dimensions of space exploration.

Dr Brendan S. Mulvaney

Dr Brendan S. Mulvaney

Dr. Brendan Mulvaney is currently the Director of the China Aerospace Studies Institute at National Defense University. He was a Marine for a quarter of a century, where he flew more than 2000 hours as an AH-1W Cobra pilot, and was an Olmsted Scholar in Shanghai, China.  

He enlisted in 1991 and was commissioned in 1993 after graduating from UC San Diego. He earned his Master’s in Leadership from the University of San Diego in 2002, and was selected as one of three Marine Olmsted Scholars for 2003. He studied at Fudan University in Shanghai, China from 2003-2005 where he earned his Ph.D. in International Relations.
 
He served several tours in California, Iraq, Japan, and the Western Pacific. He served as the first Director of the Commandant’s Red Team, and supervised the implementation of Red Teaming in the Marine Corps. In 2013 he transferred to the U.S. Naval Academy, where he was the Associate Chair for the Languages and Cultures Department, and taught Mandarin Chinese, Chinese culture, and cross-cultural literacy.

Dr Kerr completed her PhD at the University of Strathclyde in Scotland before moving on to a post-doctoral fellowship at RMIT University in Melbourne Australia. Dr Kerr left academia to join Deimos Space UK where she started working as a project engineer, and rose to lead the Space Safety team. After leaving industry, she is now working in defence at Dstl, as an Astrodynamics Specialist, and is the technical lead for the Space Domain Awareness Hemera project, providing SDA expertise and advice into UK Space Command and UK Space Agency.

Dr James Blake

Dr James Blake

Dr James Blake is a Research Fellow at the University of Warwick’s Centre for Space Domain Awareness. His research focuses on the use of optical telescopes to detect and characterise orbital debris. James has led several international efforts to probe the faint debris population at geosynchronous altitudes, in collaboration with the Defence Science and Technology Laboratory, making use of large aperture telescopes across the globe, including the Isaac Newton Telescope in La Palma, the SkyMapper Telescope in Australia, and JAXA facilities in Japan. His other interests include the optimisation of sensor architectures for space domain awareness activities and the application of event-based sensing to space surveillance and tracking.

Since its foundation in 2019, James has served as Secretary for the Global Network On Sustainability In Space, through which he has helped to organise a wide range of workshops and conferences addressing key problems relating to the sustainable use of space. James is passionate about outreach and has led numerous engagement activities with local widening participation schools to raise awareness about space sustainability.

Dr Mekhi Dhesi

SSA Strategy Lead, Astroscale Ltd
Dr Mekhi Dhesi

Dr Mekhi Dhesi is SSA Strategy Lead at Astroscale UK. Mekhi oversees the development of Astroscale's In-Situ Space Situational Awareness (ISSA) service line. Mekhi has led several Dstl funded studies into advanced ISSA sensing technologies and mission concepts, and is overseeing how Astroscale missions can accelerate the UK's SSA/SDA capabilities.

Prior to Astroscale, Mekhi completed her PhD in Theoretical Physics from the University of Southampton. Here she modelled the gravitational wave emission from black hole binary systems and was a scientific member of the ESA Laser Interferometer Space Antenna (LISA) mission consortium. Mekhi holds a Bachelor of Science from University College London and a Master of Science in Theoretical Physics from Kings College London.
 

Dr Sean Elvidge

 Sean Elvidge is an Associate Professor in Space Environment and leads the Space Environment and Radio Engineering (SERENE) group in the School of Engineering.

Space weather events are one of the major risks facing society as it becomes increasingly dependent on technology. Sean's research is focused on using innovative mathematical methods to create the next generation space weather forecast models. He was selected for the inaugural Forbes Europe 30 Under 30 list in the Science and Healthcare category.
 
Sean is a passionate communicator of science on a range of topics. He frequently gives talks to groups and schools across the country, reaching over 1,500 people a year.

F Schnell

 Mr. F Schnell is the Chief, Space Domain Awareness (SDA) Division, Special Programs Directorate, Enterprise Corps, Space Systems Command, Peterson Space Force Base, Colorado. He oversees four primary lines of effort: Advanced SDA Capabilities, Ground Radar Portfolio, Ground Electro[1]Optical and Radio frequency sensing Portfolio, and Space Electro-Optical portfolio, leading 380 military, civilian, and contractor personnel with a $628 million budget.

 
Mr. Schnell's most recent assignment was as Deputy Chief, Operations Division, Business Enterprise Systems, where he assisted the Chief in operations of Gunter network, Platform Operations, Tier 1 helpdesk for the Air Force systems, and the BES Product Innovation (BESPIN) software factory. Mr. Schnell entered civil serves as an Air Reserve Technician with the 302d Airlift Wing, Peterson AFB CO. He has worked Logistics Sustainment of the Space Launch and Test Range, Program Management in support to the Space Innovation, and Development Center, and Director of Mission Support for the Air Force Warfare Center, Det1. As an Air Reserve member, Mr. Schnell is currently the Commander, 908th Logistics Readiness Squadron, Maxwell AFB, AL.

Hester Baird

Hester Baird
Hester Baird is a Senior Orbital Analyst at Raytheon UK, leading the Raytheon NORSS orbital analyst team working on future Space Situational Awareness (SSA) concepts and capabilities. Her work is focused on the research and development of the Raytheon NORSS Space Domain Awareness tool suite, NORSSTrack, in addition to technical lead roles on SSA projects for commercial and government customers. Hester also co-leads the Raytheon NORSS STEM outreach programme, running sessions with schools and universities to promote space sustainability, spaceflight safety and orbital analysis.
 
Prior to her current role, Hester worked for several years as an operational Orbital Analyst within the Space Surveillance and Tracking team at the UK Space Agency and alongside the UK MOD at Space Command, responding to high-risk events such as re-entries, conjunctions and fragmentations, and ensuring the safety of UK-licensed and other critical spacecraft. 
 
Hester has a Master’s degree in Physics with Astrophysics from the University of Manchester, specialising in the uses of novel machine learning techniques for short-term ionospheric forecasting.

Hugh White is Senior Director of Space Domain Awareness Services for Kratos Federal Space. In this role, Hugh defines the vision, business strategy, and capability offering for the Kratos Global Sensor Network (KGSN). He is working to create innovative, high-fidelity, radio frequency-based Space Domain Awareness solutions for government, commercial, and international partners.

Prior to joining Kratos, Hugh served as Chief Operating Officer for a software startup, a software consultant for the airline industry, a Product Manager of a network transport product line, and a Software and Systems Engineer in the satellite communications industry.

Karl Kensinger

Karl Kensinger

 Karl A. Kensinger is Special Counsel in the Federal Communications Commission’s Space Bureau.  Previously, he was Chief of the Satellite Division in the FCC’ International Bureau and served in various positions in the Satellite Division.  Mr. Kensinger’s experience and expertise covers a broad range of satellite policy and licensing matters, including licensing of small satellites and satellite constellations, international coordination of satellite networks, radio spectrum policy, and transfers of FCC licenses.  He has been a primary FCC point of contact on orbital debris matters since 1995. Mr. Kensinger is a graduate of the University of Michigan Law School and the University of Chicago.  

Katherine Courtney

Katherine Courtney

Katherine is a non-executive director, strategic advisor, and former CEO of the UK Space Agency. She chairs the Global Network on Sustainability in Space – which brings together scientists, industry leaders and policy makers in partnership to tackle the rising challenges of space debris and congestion.

Katherine has over 20 years’ executive experience in business innovation, start-up and expansion in the UK, Europe, and other geographies. Over nearly 15 years as a Senior Civil Servant with the UK government, she developed and implemented high-profile government policy in areas ranging from critical national infrastructure to industrial strategy. She led several landmark technology-enabled transformation programmes and steered five cross-cutting pieces of legislation successfully through Parliament.
 
During her tenure as CEO of the UK Space Agency, Katherine opened the UK market to commercial spaceflight; modernised the UK’s space regulatory frameworks; directed the Agency’s response to major global and domestic events, such as the Brexit referendum; and led €1.4bn investment in collaborative space missions through the European Space Agency.
 
Katherine is also a STEM Ambassador and the Founder of PrimarySpace.org – a charity with the mission to inspire and engage as many primary school children and teachers as possible with STEAM subjects and careers.

Lieutenant Colonel (GS) Alexander Richter is Military Director of the German Space Situational Awareness Centre. Born in Bonn on 20th August 1975, Lieutenant Colonel Richter is married and has two daughters.

 
He joined the Bundeswehr as an officer candidate in 1995 and received his initial officer training at German Air Force Officer School in Fürstenfeldbruck. He studied Economics and Management Studies at the Bundeswehr University Munich and was eventually trained as a pilot for the Tornado multirole combat aircraft. 
Lieutenant Colonel Richter served in numerous senior functions in the German Air Force as well as within German Ministry of Defence. After serving as ADC to the Deputy Commander Allied Air Command in Ramstein from 2010 to 2011, he took command of the Flight Group of Reconnaissance Wing 51 “Immelmann” in Schleswig/Jagel in 2013. Eventually, he served as Deputy Wing Commander of Operational Air Wing Mazar-e-Sharif in 2014 during one of his two deployments to Afghanistan. In 2023, Lieutenant Colonel Richter became Chief of Staff of the German Space Command as well as Military Director of German Space Situational Awareness Centre in Uedem.
 
He is a graduate from Bundeswehr Command and Staff College Hamburg.
 

Lieutenant Colonel Ferdinando Dolce, Italian Air Force

 Ferdinando Dolce is a Lieutenant Colonel of the Italian Air Force currently in service at the Secretariat-General of Defence/National Armaments Directorate – IV Department - as Head of Space Situational Awareness (SSA) and Space Innovation section.

He is currently Project Manager of EDIDP 2020 EU action “INTEGRAL” aimed at developing C2 systems and network for military SSA and national poc for many EU EDIDP/EDF projects, NATO and multilateral cooperation related to space and defence industrial and research /development programmes. 
 
Previously, he was Project Officer “Space” for 3 years at European Defence Agency (EDA) as Seconded National Expert, acting also as chairman of EDA Ad-Hoc Working Group on SSA. 
Ferdinando Dolce is an Aerospace Engineer who attended the Italian Air Force Academy from 1996 to 2002, working at Flight Test Centre of Pratica di Mare (IT) from 2002 to 2016 and concluding his command as Head of Aero-Space Engineering Group of Flight Test Wing. During his mandate in the Aero-Space Engineering Group he was also Head of the new Italian SST (Space Surveillance and Tracking) Operational Centre (ISOC) and national representative in EU SST working groups. 
 
From October 2016 to June 2017 he attended the 19th Joint Services Staff College in Rome.
Ferdinando Dolce got a PhD concluded with a Master by research in Mechanical Engineering at University of Bath (UK) in 2008 and a Master’s Degree in Advanced Communication and Navigation Satellite Systems at University of Rome Tor Vergata (IT). 
In 2022-23 he attended the courses on “European Armament Cooperation” (Awareness and Expert level) held by European Security and Defence College. 
 
He was instructor for the Italian Flight Safety Inspectorate from 2005 to 2013 and he supported the Italian Secretariat-General of Defence from 2009 to 2016 as technical expert, chairman and lecturer of the NATO Science and Technology Organization – Applied Vehicle Technology Panel. 
In 2022 and 2023 he was teacher for the Italian MoD course “Introduction to Space Activities” and Italian Air Force course “Introduction to Space Operations”.
 
He published several technical papers for national and international journals (such as the Handbook of Space Security) and conferences.

Lieutenant Colonel Galen Thorp

Lieutenant Colonel Galen "Focker" Thorp is the Commander of First Space Operations Squadron, headquartered at Schriever SFB, Colorado. As Commander of the US Space Force’s premier Orbital Warfare squadron, he oversees the personnel and equipment required for the mission planning, command, control, and operations of the Geosynchronous Space Situational Awareness Program and Operationally Responsive Space-5 program.

 
Lieutenant Colonel Thorp attended Williams College in Williamstown, MA, and graduated with honors in 2004 with a Bachelor of Arts in Astrophysics.  He was commissioned through Navy Officer Candidate School in April, 2005.
 
Designated a Naval Aviator in June, 2007, Thorp deployed on the USS John C. Stennis (CVN-74) and USS Ronald Reagan (CVN-76) while assigned to Strike Fighter Squadron 146 (VFA-146), flying F/A-18C Hornets in support of Operations New Dawn and Enduring Freedom. He served as Landing Signals Officer for Carrier Air Wing 2 (CVW-2) while deployed on the USS George Washington, flying F/A-18Cs, Es, and Fs. He returned to the North Arabian Gulf with Strike Fighter Squadron 147 (VFA-147) aboard the USS Nimitz (CVN-68) in support of Operation Inherent Resolve.
 
Ashore, Lieutenant Colonel Thorp was an instructor pilot with Marine Strike Fighter Squadron 101 (VMFAT-101). Assigned to the National Space Defense Center (NSDC) in 2018, he served as Current Operations Mission Director, Integration Team Branch Chief, and Joint Task Force – Space Defense J7 Director. In 2021, he deployed to Al Udeid Air Base, Qatar, to serve as the Chief of Combat Operations at the Combined Air Operations Center for USCENTCOM. In September, 2022, Thorp transferred to the US Space Force and served as the Deputy Director of the National Space Defense Center and Deputy J3 for Joint Task Force – Space Defense until assuming command of First Space Operations Squadron in June, 2023. Throughout his career, he has accumulated over 2000 mishap-free, sub-Karman line flight hours, 500 carrier arrested landings, and 50 combat missions.

 Married with three children, he belongs to the XCI class in the Non-Commissioned Officer Academy and to the LIV class in the Officer Academy of the Spanish Air and Space Force. He was promoted to Sergeant in July 1986. In 1994, he served in the Tactical Air Controller Party for the UNPROFOR mission in the Republic of Bosnia and Herzegovina. In July 1996 he was promoted to Second Lieutenant Specialist in IT. Between 2000 and 2005, he was a Programme Manager in the IT division at NATO Airborne Early Warning. From 2005 to 2008, he was a teacher at the School of Aeronautical Techniques. From August 2007 to February 2008, he advised African Union Forces on logistics during the European Union's AMIS II mission in Darfur, Sudan. From March 2008 to August 2014, he was posted to the Ministry of Defence's Data Processing Centre. Between August 2016 and July 2019, he served as a logistics staff officer at NATO Air Component Headquarters. In August 2019, he was assigned to the Head of Technical Services and Cyberspace of the Air and Space Force. Since March 2023, he has been the Commanding Officer at the Space Surveillance Operations Centre.

Lieutenant Colonel Vincent Lochet

Born in 1980, lieutenant-colonel (Air) Vincent Lochet joined the French Air Force Academy in 2001, from which he holds a Master’s Degree in aeronautics. After completing his training as an Air Defense Controller, he has been assigned in 2006 to the Regional Control Center of Lyon-Mont-Verdun AFB where he assumed operational responsibilities.

 
In 2009, he is dispatched for a two-year study period in the Institut Supérieur de l’Aéronautique et de l’Espace at Toulouse, where he attended the Supaero engineering course. Concluding his studies by an internship at NASA’s Mission Design Center in Ames, California, he graduated with a Master’s Degree in Space and Aeronautics engineering in 2011.
Following this period, Lcl Vincent Lochet joined the Regional Control Center of Cinq-Mars-La-Pile where he completed the last piece of his training and acquired a Master Controller’s qualification while taking command of an Operational Squadron.
 
In 2014, Lcl Vincent Lochet has been deployed in Afghanistan, on Kabul’s international airport, where he assumed Air Ops Room Chief duties, in charge of NATO’s apron.
 
In 2015, he joined the French Space Situational Awareness Center (Centre Opérationnel de Surveillance Militaire des Objets Spatiaux - COSMOS) where he consecutively assumed the responsibilities of ops room chief, analysis and exploitation division chief, and space surveillance operations chief. While assigned at COSMOS, he attended numerous space educational courses (including the 2016 International Space University’s Space Summer Program in Haifa, Israel). He also supported the development of French Space C2 programs, and the French participation in the Global Sentinel series, hosted yearly in the US.
 
In 2019, Lcl Vincent Lochet has been the first foreign officer to attend the Schriever Space Scholar concentration course at the Air Command and Staff College in Maxwell AFB, Alabama. Graduated with a Master of Military Operational Art and Science in 2020, he followed on with a Master of Philosophy in Military Strategy delivered by the School of Advanced Air and Space Studies, still in Maxwell AFB.
 
Back in Paris, at the French Space Command in 2021, he worked on international relations in the space domain, mainly with the USA, NATO and other English-speaking countries. Meanwhile, he actively supported the establishment of the NATO Space Center of Excellence.
 
In summer 2023, Lcl Vincent Lochet moved down to Toulouse, where he assumes now the position of deputy commander for COSMOS, concurrently with the responsibility of leading the team in charge of ASTERX 24’s scenario.

In 2022, he co-founded Spaceflux, enhancing Space Situational Awareness (SSA) with a global network of optical sensors and advanced AI-driven analysis, aimed at preventing collisions and improving space safety.

Mark Dumville serves CEO of GMV in the UK where he is responsible for developing and delivering the company’s strategic vision within the areas of Space systems and also Position, Navigation and Timing (PNT).  Mark has worked in the space industry for over 25 years with roles in academia, SMEs and more recently with GMV.  Mark has always been driven to focus on the needs of the end customer and helping them address the technical, operational and implementation challenges associated with the migration to new technologies and new capabilities.

Maruška Strah is an accomplished professional with a deep passion for space and space law. She has a diverse background and a proven track record in the field of space law, focusing on space traffic management, sustainability, and security. Building on her diverse background and extensive expertise, Maruška now holds the position of Executive Manager for Space Sustainability Rating. In this role, she leverages her knowledge and experience to contribute to the sustainable development and management of space activities.

For her work and extensive contributions to the field of Space Traffic Management, Maruška received the Space Law Award for Young Achievers awarded by the International Institute of Space Law. From 2018 to 2023, Maruška was serving as the Executive Director of the WSWA (World Space Week Association). In recognition of her outstanding contributions, she was honoured with the prestigious International Astronautical Federation Young Space Leader Award in 2022.

Maruška's interest in space and space law was sparked when she first encountered the subject while studying international relations and media communications at Webster University Vienna, where she earned her bachelor's degree. Her fascination only grew stronger during her internship at the United Nations Office for Outer Space Affairs, where she gained valuable insights into the work of both the public and private sectors involved in the space industry. Currently, Maruška is pursuing a Ph.D. in Legal Studies at the Law Faculty of the University of Vienna. Her research primarily focuses on Space Traffic Management, which reflects her main area of interest and expertise. She is an active member of the International Institute of Space Law, where she serves as the Co-Chair of the Space Traffic Management Working Group. Maruška is also a member of the International Astronautical Federation Space Traffic Management Committee, the International Association for the Advancement of Space Safety, and the European Centre for Space Law.

Maruška possesses practical experience from her previous roles at the Permanent Mission to the Organization for Security and Co-operation in Europe of the Republic of Slovenia and the European Union Affairs and International Cooperation Service at the Ministry of Health of the Republic of Slovenia. Her unique background includes working as a procurator of a medical institute, which allowed her to combine practical knowledge of healthcare with her experience in international organizations. In 2014, she founded Family Clinic d.o.o., a company dedicated to facilitating health services, with a focus on preventive measures and supporting lifestyle changes.

first satellite launch this year. Melissa has a wealth of experience in space operations, a deep
understanding of the space industry, and a background in business and economics, establishing her as a known leader in the space industry.
 
Melissa is passionate about the role of space in improving life on Earth, as well as sustainable

Mike leads a multi-disciplinary team of engineers, technologists, and analysts with mission heritage in spacecraft, launch and operations combined with expertise from automotive, manufacturing and the maritime sectors.  Sqn Ldr (Retd) Ralph Dinz Dinsley is a retired RAF officer with more than 32 years of active service as an Aerospace Battle Manager including 16 years as a surveillance of space practitioner and space situational awareness advocate. His final assignments included leading the RAF contribution to global SSA in 2 significant programmes. Dinz’s unique military experience is further underpinned, as a CAS Fellow, with an MA in Peace and Development from Leeds Metropolitan University; his dissertation covering Critical Perspectives on UK Space Security. Since retirement from the military in September 2017 Dinz formed, and is now Executive Director of NorSS Ltd, an innovative Northumberland based SSA company. Additionally, he was one of the founding members of SAINTS (Situational Awareness Information National Technology Service) a group of NE tech companies developing SA for government, industry and academia. He is also an observer to the Hague Space Resource Governance Working Group.

Richard DalBello is currently the Director of the Office of Space Commerce, National Oceanic and Atmospheric Administration, U.S. Department of Commerce. In this role he is responsible for managing the Department’s efforts to establish a space traffic control system to ensure safe space operations for commercial and international civil space ventures. In addition, Richard is responsible for the regulation of the US commercial remote sensing industry and for general advocacy, across the government, for commercial space industry interests.

 
Prior to joining the Department of Commerce, Richard was Virgin Galactic’s Vice President of Global Engagement. In this role, Richard was responsible for international business development for the company’s unique fleet of carrier aircraft and space vehicles. Prior to joining Virgin, Richard served as Director, Space and Aeronautics, in the White House Office of Science and Technology Policy. In this role, he served as the principal advisor on space and aeronautics matters to the Science Advisor to the President. In this position, Richard played a key role in the development and implementation of the Administration’s domestic and international space policy and program priorities.
 
Prior to joining OSTP, Richard served as the Vice President of Government Affairs for Intelsat General. He served previously as president of the Satellite Broadcasting and Communications Association, and for more than three years as the president of the Satellite Industry Association.
 
Richard earned a bachelor’s degree in political science from the University of Illinois, a master’s degree in law from McGill University, and a doctorate in jurisprudence from the University of San Francisco.

He has been involved with a wide variety of space missions, including TopSat, which set a satellite world record for “resolution per mass” when it was launched in 2005, and which was featured in the Space Gallery at the Science Museum in London.
 
Stuart’s 2017 book “Space Traffic Control”, describes the measures needed to maintain the space environment and protect satellites from both natural hazards and man-made threats. 
 
He serves on the Advisory Panel for the ESA Space Safety Programme, and is a founder of the GNOSIS network on sustainability in space.
 
He has appeared in a diverse range of published media on all aspects of space, and has previously been a recipient of an Arthur Clarke Award for space education and outreach.
 
Stuart has an MSc in Astrophysics, a PhD in satellite constellation design, and has been a fellow of both the Royal Astronomical Society and the British Interplanetary Society for more than 25 years. He’s not an astronaut, but he is an Astro-nut!

Before joining HEO, I worked at Astroscale, as Global Head of Space Situational Awareness (SSA), responsible for ensuring SSA needs for our current and future missions, before becoming Director of Government Relations and Space Policy. Previous to this  I was Head of Orbital Systems within the Chief Engineer’s Office at the UK Space Agency, where I oversaw technical aspects of licensing UK spacecraft, helped develop the UK licensing process and UK spaceflight policies, and supported the creation of the 2018 Space Industry Bill. Dr. Travis Blake serves is the Program Officer for Space Traffic Coordination within NASA’s Science Mission Directorate (SMD).

Prior to joining SMD, Dr. Blake served as the Chief Commercial Officer for Privateer Space, where he provided expertise in enhancing space situational and domain awareness, as well as space traffic coordination to increase safety and sustainability. He has also held executive roles at Kairos Ventures and Lockheed Martin after enjoying a 20-year career in the United States Air Force. Dr. Blake has an extensive background in technology-leadership, integration planning, commercial product strategy formulation, and experience in leading space-related technology initiatives.
 
Dr. Blake is also a recognized government leader and expert on critical space technologies, which enabled him to lead Presidential strategy and policy for restricted national space initiatives. Dr. Blake holds a Ph.D. and Master’s in electrical engineering from the Air Force Institute of Technology and a Bachelor of Computer Engineering (with honors) from the Georgia Institute of Technology.

Dr Will Feline is the Principal Advisor for Space Domain Awareness for the Defence Science and Technology Laboratory (Dstl), part of the UK Ministry of Defence.  He works closely with UK Space Command and the UK Space Agency, as well as numerous commercial and academic organisations in the UK and overseas.  Dr Feline has an academic background, with a PhD in observational astronomy from the University of Sheffield in 2005.  He has held several positions at Dstl, including working on signatures of surface ships and countermeasures to radar-guided anti-ship missiles, before returning to the space sector in 2015.

    WHAT IS CPD?

    CPD stands for Continuing Professional Development’. It is essentially a philosophy, which maintains that in order to be effective, learning should be organised and structured. The most common definition is:

    ‘A commitment to structured skills and knowledge enhancement for Personal or Professional competence’

    CPD is a common requirement of individual membership with professional bodies and Institutes. Increasingly, employers also expect their staff to undertake regular CPD activities.

    Undertaken over a period of time, CPD ensures that educational qualifications do not become obsolete, and allows for best practice and professional standards to be upheld.

    CPD can be undertaken through a variety of learning activities including instructor led training courses, seminars and conferences, e:learning modules or structured reading.

    CPD AND PROFESSIONAL INSTITUTES

    There are approximately 470 institutes in the UK across all industry sectors, with a collective membership of circa 4 million professionals, and they all expect their members to undertake CPD.

    For some institutes undertaking CPD is mandatory e.g. accountancy and law, and linked to a licence to practice, for others it’s obligatory. By ensuring that their members undertake CPD, the professional bodies seek to ensure that professional standards, legislative awareness and ethical practices are maintained.

    CPD Schemes often run over the period of a year and the institutes generally provide online tools for their members to record and reflect on their CPD activities.

    TYPICAL CPD SCHEMES AND RECORDING OF CPD (CPD points and hours)

    Professional bodies and Institutes CPD schemes are either structured as ‘Input’ or ‘Output’ based.

    ‘Input’ based schemes list a precise number of CPD hours that individuals must achieve within a given time period. These schemes can also use different ‘currencies’ such as points, merits, units or credits, where an individual must accumulate the number required. These currencies are usually based on time i.e. 1 CPD point = 1 hour of learning.

    ‘Output’ based schemes are learner centred. They require individuals to set learning goals that align to professional competencies, or personal development objectives. These schemes also list different ways to achieve the learning goals e.g. training courses, seminars or e:learning, which enables an individual to complete their CPD through their preferred mode of learning.

    The majority of Input and Output based schemes actively encourage individuals to seek appropriate CPD activities independently.

    As a formal provider of CPD certified activities, SAE Media Group can provide an indication of the learning benefit gained and the typical completion. However, it is ultimately the responsibility of the delegate to evaluate their learning, and record it correctly in line with their professional body’s or employers requirements.

    Increasingly, international and emerging markets are ‘professionalising’ their workforces and looking to the UK to benchmark educational standards. The undertaking of CPD is now increasingly expected of any individual employed within today’s global marketplace.
