Michael O'Connor - Partner, Infrastructure Projects and Energy
Mike has been a partner with Addleshaw Goddard LLP since 1996 and leads the firm's Infrastructure, Projects and Energy Group. Mike has extensive knowledge of all aspects of PFI projects and has a reputation as one of the leading legal experts on Public/Private Partnerships. He also specialises in financing and leasing transactions generally and Public Private Partnerships and Projects and Infrastructure deals. Mike also advises a wide range of public bodies on procurement strategies and techniques on capital and revenue projects, outsourcing and governance issues. Mike is regarded by the independent commentators for his drafting and knowledge of the PPP market and as an effective closer of deals.

Richard Goodfellow - Partner, Infrastructure Projects and Energy
Richard specialises in energy and utilities work. He has a broad mix of commercial, regulatory and corporate experience, all within the electricity, gas and water projects business. Richard's experience includes:
- Being client partner and lead advisor to the Northern Ireland Authority for Utility Regulation, the economic regulator for electricity, water and gas in Northern Ireland. Work done to date includes the implications of the Hillyard report on structuring the water industry; work around the Single Electricity Market and enforcement in water and electricity
- Lead energy specific lawyer on the largest on-shore wind farm deal in England & Wales in 2006, the 65MW Scout Moor wind farm, including work on the power purchase agreement and connection documentation
- Advising Peel Holdings Group / Dong on the innovative DECC-led carbon capture European Union grant funding competition
- Lead energy specific lawyer on a bid for a large Round One offshore wind farm development
- Lead energy lawyer for Peel Utilities on their innovative provisions of water, gas and electricity services at various Peel sitesLead energy specific lawyer on an LNG ship purchase and storage joint venture

Gary Sector - Managing Associate, Planning and Environment
Gary advises on all aspects of town and country planning, highways and compulsory purchase law. He has considerable experience of both Public Inquiry and High Court work.
Gary has over 10 years experience of advising on waste to energy proposals, including advising on Hampshire Waste Service's Chineham, Portsmouth and Marchwood facilities in Hampshire, WRG's Eastcroft in Nottingham (100,000 tpa extension to existing facility), as well as sites for SITA in Surrey. He advised Peel Environmental Limited in successfully obtaining consent for their 420,00tpa refuse derived fuel facility and related waste park at Ince in Cheshire, and continues to advise the company in relation to the site.
Gary also advises clients on mixed use and retail led schemes. His non-waste sector clients include Sainsbury's, Taylor Wimpey, BNP Paribas and BAE Systems (Operations) Limited. Gary regularly writes and gives seminars on all aspects of planning and local government law.

Marnix Elsenaar - Partner and Head of Planning & Environment
Marnix heads the firm's planning and environment team. His experience includes advising developers, local authorities and urban development corporations on planning issues and compulsory purchase orders for major regeneration schemes. He advises on environmental statements and other planning application documents, negotiates complex section 106 agreements and advises on probity and vires issues. He has advised Peel in connection with its refuse derived fuel facility at Ince in Cheshire and a major utility in connection with the expansion of its LNG facility.
Recent matters include advising the Environment Agency on a number of flood alleviation schemes, National Grid on a number of its redevelopment proposals and Muse on a regeneration scheme in Reading.

Andrew Petry - Partner and Head of Energy & Infrastructure Finance
Andrew has a broad range of experience in the Energy and Infrastructure sectors, acquisition finance, restructurings and banking with a particular emphasis on PPPs and project finance in the transport, accommodation, wastewater, renewables, electricity and LNG sectors. Andrew's clients are financiers, project sponsors, borrowers, public sector entities and infrastructure funds. Andrew also has significant experience in Islamic Finance and has acted on transactions in many jurisdictions in the EU, CEE, CIS and Asia.

Roger Clayson - Legal Director in the Infrastructure, Projects and Energy Group
Roger is a real estate and construction lawyer by background and moved into the nuclear industry when he joined the Nuclear Decommissioning Authority as its Property Lawyer in 2006. He became Head of Legal in December 2007 and held that post until September 2009. Roger has worked on a number of key nuclear projects, including the restructuring of the United Kingdom Atomic Energy Authority, the competition to appoint a parent body to manage the Sellafield site and the sale of land to potential operators of new nuclear power stations (including the 2009 e auction).
Roger specialises in the real estate, construction, planning and environmental aspects of the nuclear industry. He joined Addleshaw Goddard in November 2009 to assist the Head of Nuclear, James Reynolds, in providing services to the firm's clients in the sector
