Legal Questions Arising from International Energy Transit


The Transit of oil or gas is a big technical challenge. Energy commodities sometimes have to be transported over several thousand kilometres from the source to the consumer. An efficient energy transit is an important cornerstone for security of supply. It therefore requires a legal framework which facilitates the free movement of energy commodities on the basis of a non-discriminatory and transparent legal regime.

 

This master class intends to reveal basic elements of the European and International Legal Framework for energy transit, and it will discuss practical legal problems of energy transit. With regard to this it will cover the relating common rules for the internal market in the European Community and will also focus on the international regime of the Energy Charter Treaty and the possible contribution of WTO rules on energy transit. The interrelation of the different legal regimes for energy transit should be discussed as well.

This master class is open to everybody who would like to learn, discuss and question the European and International legal framework and who have practical queries on international energy transit. Participants should involve in-house counsel, practitioners from public institutions, law firms and University academics.

 

 

 

 

About Your Master Class Leader:

 

The master class will be chaired by Peter Hohaus. He is Senior Manager Legal & Regulatory Affairs at Eurogas (The European Union of the Natural Gas Industry), a Brussels based non profit organisation. Peter Hohaus started his professional career in 1997 at a German law firm. From 2001 until December 2007 he worked in the legal department of E.ON Ruhrgas AG, advising on German, European and International Energy Law. He dealt with all relevant European Energy Legislation and regulatory matters during the last years, including amongst others the Gas Market Directive, the Regulation on conditions for access to the natural gas transmission networks and the Security of Gas Supply Directive. He also was involved in projects (e.g. a storage joint venture and the Cooperation Agreement of the German Network Operators).Within his function at Eurogas, Peter Hohaus is particularly dealing with the upcoming new European Energy Legislation (“Third Energy Package”) and he is also following intensively the activities of the European Regulators’ Group for Electricity and Gas (ERGEG), especially the Gas Regional Initiatives.

 

 

 

About Eurogas:

 

Eurogas is a non profit organisation governed by the Belgian law. The offices are located in Brussels. The organisation is composed of 44 members from 24 countries amongst which 31 natural gas companies, 12 federations of natural gas companies, and one international organisation.

The objectives of the organisation are:

·                To promote the interests of its membership, companies, national federations and associations involved in the supply, trading and distribution of natural gas and related activities such as storage and liquefied natural gas.

·                To promote the development of natural gas in Europe particularly in the legal economic technical and scientific areas to prepare studies and to promote cooperation within the gas industry.

·                To promote the smooth functioning of the European internal gas market and to take stance on issues of interest to the European natural gas industry with respect to international and supra-national organisations including but not limited to the European Institutions and to public opinion.
